OC Public Works provides services on a regional basis to unincorporated areas, cities, and other County agencies and departments. The primary mission of the department is to protect and enrich the community through the sustainable delivery of projects and services. OC Public Works is a unique County department comprised of ten service areas: OC Development Services; OC Fleet Services; OC Administrative Services; OC Facilities Design & Construction; OC Facilities Maintenance & Central Utilities; OC Environmental Resources; OC Operations & Maintenance; OC Construction; OC Infrastructure Programs; and OC Survey.
This unit leads the financial, administrative, and information technology operations for the agency. This includes management of policies and procedures, strategic financial planning, budget and payroll, goods and services procurement, public records requests, parking and building administration, and information technology services.
THE OPPORTUNITY
The Agenda Staff Report Specialist (Staff Specialist) provides outstanding customer service, effective communication, and presents exceptional interpersonal skills in the Strategic Communications unit within OCPW. Incumbents are required to possess excellent customer service and strong knowledge of government structures and public works initiatives to foster a positive customer experience and ensure accurate information is captured in the Agenda Staff Reports (ASR) that are presented for Board of Supervisors (BOS) consideration.
This position manages multiple deadline-driven projects simultaneously and requires independent decisions and actions. As a result, the incumbent must possess and utilize sound judgment on how to manage the ASR workflow to meet critical deadlines.
Job duties include but not limited to:
- Coordinate with OCPW service areas to initiate ASRs
- Utilize Comprehensive Agenda Management Solution (CAMS) to generate ASRs
- Reviews ASRs and attachments for adherence to requirements of ASR Guidance Document, County Style Guide, Contract Policy Manual, OCPW Templates and County Policies
- Monitor Board of Supervisors (BOS) meetings
- Facilitate updates and changes provided by Internal and External Review participants
- Develop training and materials relating to ASRs and CAMS users
- Track ASRs to ensure deadlines are met
- Interact with all levels of staff including OCPW Executive Management, County Counsel, County Executive Office (CEO), Clerk of the Board, and OCPW Service Area Directors
DESIRABLE QUALIFICATIONS & CORE COMPETENCIES
The successful candidate will demonstrate at least one (1) year of experience writing and reviewing Agenda Staff Reports (ASRs), and at least one (1) year of experience using Comprehensive Agenda Management Solution (CAMS) or similar.
In addition, the successful candidate will also have experience and be knowledgeable in the following core competencies:
Technical Experience & Knowledge
- Demonstrating strong writing and analytical skills and the ability to expertly develop reports and narratives that are clear and concise
- Prepare and monitor ASRs
- Knowledge and training in use of CAMS
- Performing program, organizational, administrative, or policy analysis
- Maintaining confidentiality and discretion when dealing with sensitive information and issues
- Proficient in using Microsoft Word, Excel, Outlook, Teams and PowerPoint on a proficient level
- Effective organizational and planning skills to ensure high productivity and efficiency
- Working independently to manage time wisely and to effectively prioritize multiple, competing tasks
- Gathering, analyzing, and applying information skillfully
- Knowledge and experience in identifying problems, solving them, actively decisively and showing good judgement
- Ability to communicate professionally with a wide range of stakeholders, including executive management,
- Write clear and concise, composing informative and convincing memos, emails, letters, reports, and other documents
- Ability to facilitate inter-agency process improvement initiatives and development of work relationships across County agencies

RECRUITMENT PROCESS
Human Resource Services (HRS) screens all application materials for minimum and/or desirable qualifications. Candidates will be interviewed and rated by a panel of job knowledge experts. Each candidate's rating will be based on responses to a series of structured questions designed to elicit the candidate's qualifications for the job.
Based on the Department's needs, the selection procedures above may be modified. Candidates will be notified of any changes in the selection procedures.
Eligible List
Once the assessment has been completed, HRS will establish an eligible list of candidates. Candidates placed on the eligible list may be referred to selection interview to be considered for present and future vacancies.
