About the Job
Provide Air Force Operational Test and Evaluation Center (AFOTEC) Detachment 6 and the United States Operational Test Team (UOTT) with Advisory and Assistance Services (A&AS) in cybersecurity analysis and project management support.
Responsible for planning, organizing, and implementing information technology solutions supporting operational testing of Fighter Aircraft Platforms (4th, 5th, NexGen) and support systems, in areas of Operational Test Documentation and Mission Based Cyber Risk Assessment (MBCRA) / Mission Based Risk Assessment Process for Cyber (MRAP-C).
Essential Job Functions:
Provide project management support, development of test plans & reports, and deliver report-quality technical products.
Implements and maintains Integrated Master Schedules for the Cyber Division, tracks tasks for the Cyber Test and Evaluation Team in Development Test (DT) Events and Operational Test (OT) Events, coordinates Cyber Support Team tasks related to Network Tech-Refresh/Upgrades and Equipment Installs.
Create comprehensive Cost, Schedule, and Performance plans.
Conduct the requirements gathering and development process, documenting specifications, continuously prioritize and manage changes, and maintain traceability throughout the project lifecycle, ensuring stakeholder needs are met and all stakeholders are informed and involved.
Coordinates with higher headquarters and supporting agencies to facilitate capability development and integration.
Liaise with HQ and participate in monthly IT requirements working groups to initiate planning, validate project viability, and obtain approvals.
Develop and implement a record management plan for operational testing or capability development.
Support test team analysis based on mission data as tasked.
Provide SME input supporting process improvement and compliance with standards to evaluate conformance with established program requirements.
Required Skills:
Due to the sensitivity of customer related requirements, U.S. Citizenship is required.
Active Top Secret/SCI Security Clearance.
Bachelor’s degree in Business Administration, Communications, Computer Science or a related field with 12 years of relevant experience or a Masters degree plus 10 years.
Ideal candidates will have Project Management Professional (PMP) and/or Certified Associate in Project Management (CAPM) Certification.
5 years of PM experience.
Experience in Development or Operational Test and Evaluation, military aircraft systems knowledge, network system operations, and advanced cybersecurity certifications (CISSP, OSCP, SEC+) are desired.
Information technology (IT) project management experience in supporting Collateral, Special Access Program (SAP), and Sensitive Compartmented Information (SCI) requirements.
Perform in a team environment and must effectively collaborate and coordinate to meet program and project goals.
Knowledge and experience with Cybersecurity, Information Assurance, Risk Management Frameworks, and Information System Security Management processes are preferred KSAs (Knowledges, Skills, and Abilities).
Ideal candidates will have experience in Model Based Systems Engineering (MBSE) Methodologies, IT acquisitions, and PM tools such as Microsoft Project.
Ideal candidates will have a strong background in cybersecurity, with experience conducting tests or assessments using Mission Based Cyber Risk Assessment (MBCRA) methodologies, Table-Top Analysis, Cyber Vulnerability Identification (CVI), Cooperative Vulnerability Penetration Assessment (CVPA), or Adversarial Assessment (AA). They will also have experience planning, executing, and reporting cyber risk and vulnerability assessments, cyber threat hunt missions, or incident response and penetration testing in a DoD or government acquisition system.
