The Monitoring, Evaluation, Research, Learning, and Adapting (MERLA) Advisor is a member of the Task Force for Global Health's Health Campaign Effectiveness (HCE) Program Office and will support the Coalition partners at the country and global level to monitor and evaluate progress on the new Collaborative Action Strategy (CAS) and develop approaches for learning, knowledge exchange and use of information for decision making. The Task Force for Global Health, an Emory University affiliate located in Decatur, GA, was founded nearly 40 years ago to advance health equity and works with partners in more than 150 countries to eliminate diseases, ensure access to vaccines and essential medicines, and strengthen health systems to protect populations. The Task Force for Global Health was recognized for its extraordinary contributions to alleviating human suffering with the 2016 Conrad N. Hilton Humanitarian Prize, the world's largest award of its kind. For more information, visit www.taskforce.org. The Health Campaign Effectiveness (HCE) Coalition was established in early 2020 through a grant from the Bill & Melinda Gates Foundation (BMGF). The Coalition brings together global and country leaders, donors, multilateral organizations and NGOs from several large-scale health campaign domains (e.g. vaccine-preventable diseases, neglected tropical diseases, malaria, and vitamin A supplementation) in a global partnership for cross-campaign action. The Task Force for Global Health hosts the HCE Program Office, which provides programmatic and secretariat support to the Coalition including strategy development, convening, advocacy, partnership engagement, and knowledge synthesis/management. For more information, visit https://campaigneffectiveness.org/ JOB DESCRIPTION: + Works collaboratively to support several CAS focus countries to implement the CAS recommendations on developing and implementing MERLA plans to improve campaign effectiveness. + In addition, supports countries to document and synthesize lessons learned on CAS implementation and develops knowledge products for dissemination and use by other countries and campaign partners, including organizing resources for use on the Coalition Knowledge Hub. + Co-leads a MERLA workgroup to develop approaches to monitor the broader outcomes of the CAS implementation and advise on ways to scale up learnings to other countries. + Designs and facilitates HCE Coalition learning approaches and events that foster knowledge sharing and collaboration across programs, focus countries and with Coalition partner organizations. + Supports focus countries to develop and implement their MERLA plans including the development of approaches to document CAS implementation, outcomes, and lessons learned in ways that can be communicated for learning and adaptation purposes + Collaborate with focus country stakeholders (MOH, donors, partner organizations) to identify information and learning needs and gaps and solutions for gathering and sharing knowledge + Liaise with focus country MERLA points of contact to support them in the collection, documentation, and synthesis of lessons learned and monitoring of outcomes, including providing guidelines, templates, and tools for data collection and analysis + Foster communication and collaboration among country partners to disseminate and use the knowledge gained for continuous learning and program improvement/adaptation purposes + In collaboration with the MERLA workgroup, review and apply the learnings from focus countries to support the development of a multi-country/global campaign MERLA guidance document. + Synthesize learnings and develop knowledge products for dissemination and use + Work with global and in-country stakeholders to generate knowledge products that identify and communicate the successes, promising practices and lessons learned from CAS implementation in focus countries. This may include developing country reports/briefs, case studies with success stories and lessons learned, toolkits and other guidance materials. + Curate and synthesize the body of knowledge from multiple CAS focus country implementation and other campaign best practices and identify ways to translate findings into practical steps to adjust programming. + Collaborate with the HCE Communications Manager to ensure knowledge products are available and organized on the HCE Coalition website/knowledge platform and align with the Coalition’s communications plan. + Conduct outcome monitoring for CAS application and design scale up to other countries + Co-facilitate the MERLA workgroup in the development of a CAS MERLA plan that will monitor and measure the outcomes of the strategy. + Oversee the implementation of the CAS MERLA plan including supporting the collection and synthesis of process and outcome information necessary to monitor progress against the CAS Theory of Change (this may include applying approaches such as outcome harvesting or contribution analysis). + In collaboration with country and global partners, develop approaches to scale up evidence-based practices and innovations beyond the initial CAS focus countries. + Support partners in disseminating and applying CAS findings to national and global campaign policies and practices. + Design and facilitate Coalition learning approaches and events that foster knowledge sharing and collaboration across programs, focus countries and with Coalition partner organizations. + Design and implement a variety of participatory events designed to engage focus country stakeholders (and regional/global partnering organizations) in peer-to-peer learning and sharing insights from CAS implementation, including webinars, virtual and in person peer learning and knowledge sharing events and pause-and-reflect sessions. + Monitor the transfer and exchange of knowledge among participants and partners and identify opportunities to mitigate any knowledge-sharing barriers. + Support HCE Program Office team in planning and facilitating Coalition events, workgroups and meetings. TRAVEL: + 15-20% of international travel is expected (primarily in Africa and the Middle East) MINIMUM QUALIFICATIONS: + A master's degree in public health from an accredited school, and three years of experience working with countries on public health issues. + A strong background and experience in the development and use of Monitoring and Evaluation plans, guidance and Learning agendas for global health or development programs that apply theories of change and/or organizational, systems change models is preferred. PREFERRED QUALIFICATIONS: + A master's degree in public health or its equivalent and a strong background and experience in the development and use of Monitoring and Evaluation plans, guidance and Learning agendas for global health or development programs that apply theories of change and/or organizational, systems change models + Applied knowledge of participatory evaluation approaches for development programs such as utilization-focused evaluation, outcome mapping, outcome harvesting, contribution analysis, etc; experience using qualitative data collections and analysis methods and software programs + Skills in documenting, curating and synthesizing information on program progress, best practices and lessons learned. Ability to turn this information into knowledge and communication products (e.g.case studies, knowledge briefs and products, guidance and reports) that align with a range of audience needs + Proven experience organizing and leading peer to peer learning networks, knowledge forums, or participatory workgroups or events for Coalitions or Alliances + Ability to use learning for adaptive management and program improvement purposes, ideally with experience tailoring approaches to different cultural contexts + Excellent interpersonal and cross-cultural skills + Experience working in Africa, the Middle East and/or South-east AsiaStrong professional oral and written communication and presentation skills; ability to clearly, logically, and succinctly communicate project-related information to a range of public health and international audiences + French speakers highly desired + Candidates must have work authorization to work in USA. NOTE: This role will be granted the opportunity to work from home regularly but must be able to commute to The Task Force on a flexible weekly schedule based upon business needs. Schedule is based on agreed upon guidelines of department. This role requires residency in the state of GA.
