Description: NSI requires an Advanced Cost/Price Analyst to provide support to the MDA C3 Program Office.
Perform cost/price analysis for assigned MDS program, sole source proposals and source selection activities; provide cost/price assistance related to acquisition planning, cost proposal spreadsheet templates, sole source proposal analysis; competitive source selection, and post-award support, and pricing policy/training; and advice based on unique acquisition requirements, overarching strategy, higher level DoD guidelines and federal regulation policy.
Serve as an expert advisor to the MDA/CT, CT staff, acquisition managers, PCOs and Contract Specialists on all pricing policy matters.
Serve as an expert advisor on financial aspects of multi-million-dollar acquisition programs including highly complex research and development, pre-production, production and services requirements.
Provide expert assistance for acquisition strategy and Request for Proposal (RFP) development to obtain timely, responsive cost proposals that facilitate efficient and effective Government analysis.
Coordinate with the PCO to establish timely schedules for the accomplishment of pricing support and to ensure target dates to acquire, correlate, and analyze data are met.
Evaluate the reasonableness and realism of Contractor proposed pricing and underlying quantitative aspects of proposals (e.g., resources and rates) utilizing various methods (e.g.
forecasting, learning curves, and regression analysis).
Ensure compliance with regulatory requirements regarding individual cost elements and overall pricing arrangement.
Interpret and implement all new pricing concepts, regulations and methods.
Provide written cost analysis reports, briefing charts, and MS Excel Workbooks documenting the analysis and recommendations.
Lead, define, manage, and integrate the overall cost/price evaluation effort.
Coordinate with technical and field pricing personnel to obtain expert advice for consideration in developing the negotiation objective position.
This includes requesting the advice and monitoring progress towards the timely delivery of technical evaluations and audit reports.
Provide expert guidance and mentoring to basic price/cost analysts and contract specialists in cost and price analysis methods, and application and documentation.
Participate as a key member of the negotiation team.
Location: Huntsville, AL Education: BA/BS required.
Experience: At least 15 years as a cost/price analyst for a DoD buying activity or DCAA Auditor; or as a cost/price analyst, proposal analyst, or cost accountant at DoD contractor.
8+ years' experience conducting cost/price analysis of complex cost-type proposals for major systems development and production in a sole source environment.
Experience developing fully integrated, formula-driven MS Excel cost models to calculate the proposed, objective, and negotiated amounts by cost element and CLIN, with focus on VLOOKUP and SUMIFS formulas.
Experience in forecasting, learning curves, and regression analysis.
Experience in leading a team of cost/price analysts, managing workload, reviewing products and successfully delivering them on time.
Desired Experience: Experience performing cost/price analysis at Missile Defense Agency (MDA).
Experience in developing and delivering training on cost / price analysis topics.
Experience in mentoring junior and journeyman level personnel.
Security Clearance: Secret Clearance is required.
Must be a U.S.
citizen.
