Administrator II (Hybrid), Biostats and Computational Biology - University of Rochester

Responsibilities **Position Summary:** Serves as the Senior Administrator in the Department of Biostatistics and Computational Biology reporting directly to the Chair of the Department. Under general direction and with considerable latitude for exercise of independent judgment, serves as administrative and financial manager for the Department of Biostatistics and Computational Biology, overseeing its academic, finance, research, human resources, and business affairs. Responsible for operation of a central administrative office including financial activities, human resources, facilities, and equipment needed to administer the Department of Biostatistics and Computational Biology. Responds on behalf of the Chair to inquiries involving University as well as Departmental policies, regulations, procedures, etcetera. **Responsibilities:** Administrative and Financial In collaboration with the Chair, develops and monitors funds flow based departmental budget for operations; manages all departmental accounts, including chair and faculty discretionary accounts, gift accounts, endowments, faculty start-up, pilot awards; where required, develops capital budgets. Reviews and performs financial analyses on department accounts on a regular (i.e., monthly) basis, developing financial summary on a quarterly basis for, and as requsted by, the Chair. Serves as liaison with principals in Medical School Administration and University Finance. Works closely with the department’s accounting team to maintain and update faculty and staff effort distributions on sponsored research accounts. With minimal direction, oversees fiscal management of department accounts, including compliance with University and external policies and required reporting. Tracks and projects revenue (e.g., tuition¿ indirects) and expenses inclusive of budget and effort projections for Department's sponsored projects, including salary cap and cost sharing. Manages fiscal relationship with Veterans Administration and other entities requiring Assignment Agreements (IPAs). Manages the financials of the department’s consulting service center. Develops annual budgets for review and approval by the Department Chair. Is responsible for preparation of operating and financial records and for review and approval of payrolls, personnel actions, invoices, requisitions, and supply records. Human Resources With minimal direction and use of independent judgement, oversees human resource compliance activities including administration, preparation and processing of forms and documents on matters of appointment, protocol, discipline, salary, and effort distribution. Manages and advises on human resource matters including staff recruitment, staff promotion, staff performance appraisals, staff disciplinary action and personnel termination. Works directly with faculty and managers involved with these activities, serving as a liaison to SMD Human Resources and Finance. Primary contact for all external entities on subawards, personnel action forms, % effort, key personnel designations, recording in and maintenance of internal effort tracking system, approval of all 800/PAF forms with close coordination with Senior Accountant. Also serve as primary contact for and liason with the Office of University Audit. Coordinates departmental administrative support staff, including recruiting, hiring, training and evaluating performance. Directly supervises two Administrative Assistants, two Accountants, a departmental secretary and the graduate program coordinator. Periodically assesses demands and resources necessary for efficiently functioning administrative support. In conjunction with the Chair, administers the annual Wage and Salary program for faculty and staff Research Administration Oversees departmental research administration and compliance operations. Acts as signature authority for all grant proposals originating in or passing through the department. Responsible for all aspects of extramural and intramural research grant management, including assisting investigators with budget preparation, managing the departmental submission of grants for review and submission by the Office of Research and Project Administration, overseeing the development and execution of research contracts and subcontracts, assisting (where needed) the Graduate Program Coordinator with budgeting and administration for NIH Training Grants. Manages the department’s grant administration operation. Supervises Senior Accountants, including hiring and other personnel/HR matters: disciplinary action, performance appraisals, advocating on behalf of the team, mediation with team and faculty or chair, and ongoing assessment of demands and resources necessary for function of research team. Maintains positive and effective working relations, representing the Department, with numerous internal University entities including ORPA, ORACS, Audit, Office of Counsel, CHeT, CTSI, International Services Office, CIRC, numerous medical center departments, among others. Maintains expertise in grants administration through CLASP certification, other trainings and meeting participation. Prepares budget projections for Department's sponsored projects to forecast salary support and effort, including salary cap and cost sharing totals, for faculty and staff, and potential departmental revenues in the form of indirect allocations/other. Utilizes metrics to track and report on departmental grant activity, faculty support on sponsored projects, and other departmental data. Develops and implements Departmental Policy and standard operating procedures as approved by the Chair and in coordination with the Research Administrators. Business Affairs Interprets University, School and Departmental policies, regulations, procedures, etc., to department faculty and staff, students other University departments, and the general public. Make recommendations to and collaborate with the Chair and faculty in the planning and design of changes in policy, regulations, and procedures, programs, and initiatives. Researches and prepares analytical reports on special problems with recommendations for program or policy changes as directed by the Chair. Develops and tracks metrics to assess departmental growth and opportunities. Responsible for maintaining and documenting compliance with various University, Federal, State and other institution/entity regulations for all departmental faculty, staff and students. In conjunction with Department Administrative Assistant, Accounting team, and Graduate Program Coordinator, ensures completion of various annual reporting requirements, e.g. the Annual Planned Confirmation System Review, Annual Conflict of Interest Certification, Space and Equipment Inventories. Schedules and leads monthly administrative staff meetings; participates, where necessary, in faculty meetings. Manages department resources including facilities, renovations, equipment. Collaborates with staff in the Clinical Cardiovascular Research Center and other occupants of shared space in the Saunders Research Building on utilization and maintenance of departmental public areas (reception area, conference rooms, and shared kitchen). Other projects and job duties as assigned. **Qualifications:** + Bachelor’s degree. + Master’s degree, equivalent course work, or specialized experience in an appropriate field (preferred). + Five years relevant experience including at least two years at a managerial level, including staff supervision. + Or equivalent combination of education and experience. + Fiscal administrative and research administration experience. + Team management skills and experience (preferred). + Computer skills including use of web based resources and working knowledge of word processing, spreadsheet, graphics, and scheduling software are essential (preferred). + CLASP certification. Knowledge of Axiom, Workday, HRMS, URSpace, MyPath, and IORA (preferred). + CLASP certification within one year of job entry (preferred).
