About the Job
The Administrative Services Manager II is an advanced level manager classification that will report to a Deputy Director and have full responsibility and accountability in the planning, coordinating, leading, and managing of the work of staff at two family resource centers in the communities of Mecca and Desert Hot Springs in the eastern Desert Region, including responsibility for collaboration and coordination with multiple community-based organizations.
Competitive candidates will have experience with long-term planning and strategy development and project management experience with public and private organizations; experience with grant proposals to supplement program development and implementation toward sustainability; budget development and fiscal monitoring; and a solid background in operations and knowledge of practices for continuous improvement. Excellent verbal and written communications skills are also required.
The Administrative Services Manager II is distinguished from the class of Deputy Director in that the latter class assists the Executive Director in planning, directing, and organizing of department-wide activities and services in both operations and programs, monitors legislation to determine impact on Commission activities and funded programs and assists in the development of the Strategic Plan on behalf of First 5 Riverside County Children & Families Commission. A knowledge of First 5, Public Health and/or Social Services programs is also desired.

First 5 Riverside County Children & Families Commission, is primarily funded by tobacco taxes generated by Proposition 10, which passed in November 1998 to help make sure that all our youngest Californians, from prenatal through 5 years old, get the best possible start in life. First 5 Riverside County also receives state and federal funding to support community programs and initiatives to meet the goals and objectives of the Strategic Plan. In partnership with the county's Department of Public Social Services, First 5 has oversight of Riverside County's Family Resource Centers, which serve as a hub for community services aimed at improving outcomes and quality of living for families in these communities, particularly in overburdened and disadvantaged families and children. EXAMPLES OF ESSENTIAL DUTIES
- Plan, coordinate, and oversee all family resource centers in the desert region through subordinate supervisors.
- Review and assess program operations and suggest changes to create a more effective operation.
- Examine the work of subordinate staff to ensure that program objectives are met, that staff members are performing efficiently, and that programs are being followed.
Consult with subordinate supervisory and professional staff regarding changes to policies, programs, and procedures. - Provide direction and guidance on the most difficult program problems.
Prepare a variety of narrative and statistical reports concerning performance standards; prepare correspondence and other reports as required; monitor workload and staffing needs and reallocate staff between sites to ensure coverage; monitor and control expenditures for assigned locations and programs. - Oversee, review, and approve all staffing and personnel management issues; take appropriate action to assist subordinate supervisors in resolving personnel problems; participate in the selection of subordinates by making hiring recommendations; prepare performance evaluations for direct reports and review performance evaluations of subordinate staff.
- Represent the Region or Department in contacts with public and community agencies or organizations in matters relating to areas of responsibility.
- Participate in the development of new programs to facilitate long and short-term strategies and financial plan objectives; act as a key member of the management team in development of the Strategic Plan on behalf of the First 5 Riverside County Commission.
- Prepare written justification for budget proposals; explain and defend proposals and alternatives to Directors or committees; recommend transfer of funds within an organization at times of budget short fall; authorize payment vouchers, requisitions and a variety of fiscal reports and expenditures; recommend actions to balance the budget; produce various fiscal and financial reports.
- Monitor progress of legislation on departmental programs, finances, and operations; may lobby for legislative changes.
- Collaborating with various stakeholders and all the divisions of this large department, develop long-term goals, strategies and objectives which will best serve the residents of County of Riverside.
- Developing project plans, timelines, communication, and progress reports.
- Presenting information regarding new initiatives, progress and outcomes to the stakeholders and executives.
MINIMUM QUALIFICATIONS
Education: Graduation from an accredited college or university with a bachelor's degree, preferably with a major in accounting, business or public administration, finance, or a closely related field to the assignment. (Additional qualifying experience may substitute for the required education on the basis of one year of full-time experience equaling 30 semester or 45 quarter units of the required education.)
Experience: Four years in an administrative or staff capacity, which must have included at least three years of supervising professional and technical staff in two of the following areas: gathering and compiling facts and statistics to evaluate program effectiveness and recommend program revisions; preparing and maintaining a program budget or maintaining and controlling the fiscal recordkeeping functions and systems in a department, agency, division, unit, or company; coordinating and conducting studies of administrative and operational activities, including budget preparation and control, equipment usage, staff patterns, work flow and space utilization, or contract monitoring and administration. (A master's degree from an accredited college or university in accounting, business or public administration, finance, or a closely related field to the assignment may substitute for one year of the required non-supervisory experience.)
Knowledge of: Principles and practices of supervision; principles of public and business administration; organization, fiscal management and personnel management; budget preparation and control; administrative problems involved in operating a governmental department with several subdivisions and programmatic areas; methods and techniques for conducting analytical studies of administrative and management practices; legislative processes of the County, state and federal governments; practical application of computers and peripheral equipment.
Ability to: Develop and install new methods and procedures; direct a program of organizational and procedural analysis and put into practice effective improvements; perform budget analysis, preparation and monitoring; research, analyze and make recommendations on administrative, management and procedural practices; maintain cooperative and effective working relationships; plan, organize and direct the work of a group of family resource centers and First 5 program units; prepare clear and concise written and oral reports; make effective presentations of conclusions and recommendations orally and in writing; direct, supervise, train, and evaluate performance of subordinate employees; effectively delegate responsibility.
Desirable Qualifications:
Advanced/expert proficiency in the use of Microsoft Word, Excel, and Teams. Ability to write reports, contracts and grants. First5, Public Health and/or Social Services program knowledge.

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).
- Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.
- Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.
- Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013. As of July 1, 2020, the employee contribution is 7.25% and subject to change annually.

DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.
401(a) MONEY PURCHASE PLAN: County contribution of $50 per pay period towards choice between two 401(a) plan providers.
ANNUAL LEAVE (Bi-Weekly Accrual):
0 < 36 months = 8.92 Hours
36 to <108>108 or more months = 12.00 Hours
Maximum Annual Leave accumulation is 1,800 hours. Employee may receive pay in lieu of up to 80 hours per calendar year. Agency/Department Head may approve an additional 80 hours.
ANNUAL LEAVE for Unrepresented Management Attorneys: Effective July 12, 2012, the specific affected Unrepresented Management Attorney classifications as stated in Article 22 of the Management Resolution will receive an additional 4 hours per pay period to their Annual Leave accrual. This additional leave accrual will expire at the end of the last pay period in June 2014. In addition, the maximum accrual for Annual Leave (or vacation) will be raised by 200 hours for eligible employees only. Maximum Annual Leave accumulation is 2,000 hours.
HOLIDAYS: Normally 12 paid holidays per year.
BEREAVEMENT LEAVE: 5 days (3 days are County paid; 2 days can be taken through use of accrued leave balances).
BASIC LIFE INSURANCE: $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.
LONG-TERM DISABILITY (LTD): Benefit pays 66.67% of earnings to a maximum of $10,000 per month; 30-day waiting period; pays to age 65. Benefit can be coordinated with other available leave balances to provide up to 100% of pay.
POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the Management Resolution or applicable bargaining unit.
