Administrative Assistant (HR Security): The contractor shall independently provide support services to Walter Reed National Military Medical Center (WRNMMC) by performing highly sensitive, and light industrial or technical duties and/or functions relative to the commands Personnel Security Program in support of National Security.
Duties and Responsibilities:
- Serves as principal integrator of military strength management processes within Human Resources (HR), Personnel Security, and Manpower Management by performing a full range of standard and non-standard clerical and administrative duties to support the commands personnel security program, including the preparation of background checks and identifying and analyzing situations; thus, proposing efficient and effective processes to enhance program quality and efficiency. This includes:
- Initiating background investigations via e-QIP.
- Performing fingerprint scans via live scanner and use of fingerprint cards thru the
- Department of Justice Civil Applicant System (CASS).
- Interpreting rap sheets for criminal activity.
- Conduct face to face interviews with perspective applicants regarding derogatory information on rap sheets, e-QIP entries using discretionary authority to determine suitability.
- Preparing and receiving security packages for potential Red Cross volunteers, students/interns/observers and resident students.
- Perform clerical duties associated with security clearances. i.e. maintaining and updating security tracker on shared drive.
- Maintain security files when granting interim clearances.
- Provide support to senior leadership by providing detailed information on security. matters, policies and procedures and spreadsheet data within the personnel security department.
- Assist in the determination of interim clearances and provide applicants with information regarding denial of interim access based on the 13 adjudicative guidelines by face to face meetings and email.
- Assist individuals with gaining access to and completing e-QIP entries.
- Interface with students/interns and their POC's with a training on the process flow of the Trusted Associate Sponsorship System (TASS) to ensure correct entries in Sections I, II and IV. Additionally assist the Trusted Agent Security Manager (TASM) with processing TASS requests.
- Review all SF86 and SF85 entries either by paper archival copy or electronic version for submission to OPM and granting of interim clearances. Ensure all requested information and documentation from OPM and the DOD CAF are handled in a timely manner to ensure there is no delay with the adjudication process.
- Verifying security clearances through Joint Adjudication System (JPAS).
- Check in/out individuals in JPAS along with setting up profiles and person categories.
- Review citizenship documents and resolve issues by contacting BUMED and submitting documentation to the DMDC for correction.
- Interface with DoD CAF,OPM, DMDC and SME for the following systems: JPAS, e-QIP, PIPS, DSS Portal and the OPM Portal.
- Established team concept and rapport with Point of Contacts for all departments that utilize students/observers/interns and residents to ensure that all necessary documents are received and processed timely.
- Designated training coordinator for security office personnel-ensuring that all required training is current and documented.
- Communicates with other Medical Center staff, MEDCEN Manpower, United States Army, United States Navy Joint Task Force National Capital Medical (JTF-CapMed), work center point of contacts, and outside Federal investigation processing agencies (i.e., Office of Personnel Management Federal Investigation Services, Department of Defense Central Adjudication Facility) to discuss DMHRSi, Personnel Security, Manpower processes and systems and to address discrepancies and verify data.
- Researches and initiates preliminary and primary background investigations on applicants using applicable information systems and while also preparing documentation to obtain security clearance determinations from the granting agency.
- Processes incoming and outgoing military, contract, and civilian personnel assigned or attached to the command by furnishing, reviewing, and completing a variety of security related documents. Maintains access rosters in connection with the in/out processing of command personnel.
- Provides security awareness material to incoming personnel and conducts investigative/clearance verification checks for those individuals who require system access and other verification requirements.
- Notifies personnel who require Periodic Reinvestigation (PR). Works with Senior
- Personnel Security Specialist in coordinating the downgrading clearances of personnel with expired investigations and limiting or suspending access to sensitive or classified materials.
- Trains work center Timecard Approvers and Timekeeper Specialist in proper completion of data forms.
- Screen, monitor, research, troubleshoot and correct data problems, as identified through monthly Position Control Roster reviews and other means.
- Enters personal DMHRSi timecard information.
Qualifications: Must have a minimum of 2-3 years experience with management processes
within Human Resources (HR), Personnel Security, standard and non-standard clerical and
administrative duties to support the commands personnel security program, including the
preparation of background checks and identifying and analyzing situations. Excellent verbal and
writing skills. Must have a High School Diploma, or Associate Degree or higher.
- Knowledge of and the ability to qualify for access to Government Information Systems containing critical sensitive and Privacy Act data (i.e., Joint Personnel Adjudication
- System (JPAS), Electronic Questionnaires for Investigations Processing (e-Qip Direct), etc.) Ability to use microcomputer, moderately skilled in Microsoft Word and Excel.
- General familiarity with concept of relational databases and Human Resources
- Information Systems (HRIS) General familiarity with basic process improvement methodologies and tools Organization and time management skills. Ability to learn the department's policies and procedures and apply as applicable.
- Attention to detail. Ability to maintain appropriate professional demeanor when dealing with staff and customers.
- Exceptional interpersonal and communication skills
- Ability to complete tasks independently.
- Familiarity with Oracle HRIS applications and DMHRSi program is preferred but not required.
