Position Summary:
The City of Portland is committed to ensuring meaningful access to its programs, services, activities, information, and communications for all community members, including individuals with disabilities and those with limited English proficiency (LEP). As part of this commitment, the ADA and Language Access Coordinator III will play a crucial role within the Vibrant Communities service area, which encompasses Portland Parks & Recreation (PP&R), Portland Childrens Levy, and the Office of Arts & Culture. Reporting directly to the Vibrant Communities Equity & Inclusion Manager, this position will lead the development and implementation of policies, programs, and procedures that align with Title II of the Americans with Disabilities Act (ADA) and Title VI of the Civil Rights Act. The successful candidate will work collaboratively to ensure that all Portlanders can access and participate in community programs and services equitably.

What you'll get to do:
- Lead the development and implementation of ADA and language access plans, policies, and standard procedures for the Vibrant Communities service area to support the Citys equity goals and ensure civil rights compliance.
- Develop and manage a comprehensive data system and procedures used for tracking and responding to public requests for language access and ADA accommodations, includes monitoring progress, and reporting outcomes.
- Develop and coordinate systems and procedures used for translating and disseminating materials and information about Vibrant Communities programs and services, ensuring culturally responsive practices are integrated. Provide guidance, resources, training, and technical assistance to service area staff to support compliance with Title II and Title VI, in collaboration with relevant offices.
- Serve as a liaison for citywide steering committees and technical workgroups to improve systems related to planning, budgeting, and coordination of Title II and Title VI implementation.
- Facilitate communities of practice and training opportunities to support service area staff and community partners in removing language barriers and ensuring equitable access to services.

It is a Service Area made up of the bureau of Portland Parks & Recreation, the Office of Arts & Culture, and the Portland Childrens Levy. The following minimum qualifications are required for this position:
- Experience with Title II ADA policies and Title VI language access requirements, including best practices for developing and delivering accessible services for multi-lingual populations and individuals with disabilities.
- Ability to listen and communicate clearly, effectively, and compassionately, both verbally and in writing, with experience translating complex policies into accessible communications preferred.
- Experience developing and managing complex projects, including experience with strategic planning, performance tracking, preparing, and executing comprehensive work plans, and implementing strategies within set deadlines.
- Experience engaging and collaborating effectively with diverse communities, particularly those experiencing disability or with limited English proficiency, to design and evaluate inclusive and culturally responsive systems and programs.
- Ability to plan and facilitate meetings using equitable and inclusive practices that engage diverse groups.
- Knowledge of data collection and management processes, with experience in monitoring and reporting data outcomes.
- Experience with language access technology, interpretation, and translation services.
- Lived experience working directly with marginalized communities, particularly communities of color, multi-lingual populations, and people with disabilities.
- Proven ability to perform advanced equity analysis and a deep understanding of anti-racist principles and intersectional approaches.
- Strong interpersonal skills, a leader who operates with cultural humility, and has the ability to navigate complex social dynamics.
- A collaborative spirit, with the ability to share power, build effective partnerships, and engage as a reliable and responsible teammate.
