Position Summary:

The Accounting Manager role is responsible for overseeing the provision of accounting functions of Finance Department. Responsibilities will include but not limited to supervision, review and management of Cash, Payroll, A/R & A/P processing; reconciliations and maintenance of Balance Sheet and Income Statement accounts; review and approve GL coding; electronic filing; revenue allocations and expense trend analysis.

In a manner consistent with supporting The Arc NCR Mission Statement the Accounting Manager shall do the following:

Quality Support
- Maintain a system for tracking receivables for all funding sources. Complete, accurate, and timely oversee submissions of DDA supplementals invoicing to relevant agency.
- Oversee the maintenance of accounts payables and reporting of unclaimed property to the State.
- Oversee the maintenance of a system for all payroll-related transactions and required reporting.
- Manage a system for all cash-related transactions and required reporting.
- Maintain the General Ledger Accounts.
- Reconcile month-end, quarterly, and year-end Balance Sheet and Income Statement accounts ensuring the accuracy, completeness and timeliness of information.
- Act as back-up for Payroll, A/R, Cash Management, and AP.

Quality Team Members
- Supervise, direct, and review the work of all accounting staff (including, but not limited to, cash reconciliations, statement reconciliations, accounts receivable/accounts payable transactions, fixed asset activity, payroll, personnel use funds accounts, contribution to care, recording of revenue and expenses, etc.).
- Develop and manage direct reports and provide guidance in relationship to financial matters to larger multi-disciplinary teams outside of direct span of control.
- Work effectively and cooperatively with Staff to develop policies and procedures in their respective area.
- Provide monthly supervision and annual performance evaluation of staff in the finance department.

Financial Excellence
- Coordinate monthly and annual closing activities resulting in the preparation of monthly and annual financial statements, including balance sheet, income statement and cash flow.
- Prepare projections and ad hoc reports as requested.
- Maintain a system for collecting outstanding receivables and monitoring collection.
- Support the financial and 403B audit process and act as a liaison to all other audits.
- Work side by side with the Assistant Director of Finance to develop and implement recommendations to improve accounting policies and procedures. Ensure all financial policies and procedures safeguard assets, provides an adequate internal control environment and ensures the proper application of generally accepted accounting principles.
- Develop, analyze, document, and implement internal control procedures.
- Undertake other duties as assigned, including special projects and cross-program development.

Education, Training and Experience:
- Bachelor?s Degree in Accounting or Finance required.
- Ability to understand State Developmental Disabilities Administration (DDA) and Department of Human Resources (DHR) systems and funding, and implement regulations.
- At least 5 years? successful financial management experience, with a proven track record of success in managing financial systems, internal controls, staff supervision, and compliance (non-profit preferred).
- Fluent in Microsoft Office Suite (Excel, PowerPoint, Word, Outlook).
