Accounting Manager
The Accounting Manager is a highly responsible position which coordinates and manages all aspects of client accounting and financial management including but not limited to hands-on day to day accounting functions, maintenance of general ledger, preparation of financial statements, compiling and monitoring of budgets, managing cash and investments, and maintains the overall financial health of multiple assigned metropolitan, water & sanitation, park & recreation, fire protection/emergency service districts, and other various clients. The position requires strong accounting and analytical skills, communication skills, organizational skills, presentation skills, and possess the ability to balance multiple deadlines and priorities.
This position is housed in the Finance and Accounting Department and reports to the Director of Finance and Accounting and works closely with the Assistant Director of Finance and Accounting. This position delegates work to the Assistant Accounting Manager(s), oversees their work product, provides feedback, coaches and trains and assists in establishing proficiency measures for the position but does not directly supervise. This position produces high-level quality work, ensures consistency of client service work through the application of established policies, procedures, and systems.

Major Responsibilities:
Accounting & Budget Functions
- Oversees the maintenance of the general ledger and accounting systems for each assigned client
- Consults with clients on best practices for accounting and financial management
- Prepares and analyze monthly, quarterly, and annual financial statements, as needed
- Prepares period financial reports and presents at board meetings
- Manages cash and investments and financial health
- Responsible for revenue and expense management, including analysis of budget to actual, explaining variances and identifying corrective actions when necessary
- Coordinates with the Accounts Receivable and Accounts Payable Accountants on billings for services and fees
- Prepares audit supporting work papers, coordinates with independent auditors, and reviews audited financial statements; or completes audit exemption as applicable
- Manages client debt portfolio and reporting
- Prepares the client budgets and long-range financial projections
- Oversees client payroll
- Oversees year-end tax reporting, including W-2 and 1099 forms
- Prepares or assists client attorney with annual reporting
- Understands and records financial impacts of intergovernmental and other agreements
- Assess accounting systems, research, and recommend improvements
Delegates and assigns work to Assistant Accounting Manager(s)
- Coaches and trains staff
- Provides Leadership and general guidance and direction when needed
- Reviews work product for accuracy and thoroughness
Inter-Government/Constituent Relations
- Acts as financial liaison on behalf of the clients with city departments as well as state and regional agencies to represent client's interests
- Completes required financial filings per state statute
- Accountable to Board of Directors for financial health of client
Interoffice Relations
- Works closely with District Administrators and District Managers to manage issues and transactions related to finance
- Works closely with Capital Team to ensure proper recording and/or transfer of assets
Other Duties as Assigned
Supervised by: Director of Finance and Accounting and works closely with the Assistant Director of Finance and Accounting

Preferred:
- Understanding of the operations of Special Districts (Title 32 Governmental Agencies)
- Working knowledge of city and state government processes related to metropolitan Districts or community associations management

- Ability to write reports and business correspondence to a variety of audiences
- Ability to effectively present information and respond to questions from managers, Board of Directors, consultants, constituents, various groups, and staff
Mathematical Skills:
- Ability to calculate figures and amounts as required in developing service estimates, tracking systems, and calculating District budgets
- Ability to analyze data and present findings and recommendations

- Ability to ensure strict and absolute compliance with all local, state, and Federal government laws and regulations related to special Districts
- Ability to solve practical problems and deal with a variety of Board of Directors, constituents, service vendors, and consultants
- Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form
Education & Experience:
- Bachelor's degree in Accounting, Business Administration, Real Estate or closely related fields with 2 years' experience or Five (5) or more years of progressively responsible experience in general business, governmental accounting, community/homeowner association administration, or paralegal/legal assistant is required
- Knowledge of special Districts, government bidding, and Title 32 compliance regulations is preferred
- Experience in investment and administration processes, working knowledge of city and state government processes as it related to special districts, working knowledge of debt issuance procedures and practices is preferred
- Considerable knowledge in developing, evaluating, maintaining, and monitoring an effective internal control environment is preferred
- Thorough knowledge of core government finance practices: including budget, fund accounting, and governmental finance reporting is preferred
- Any combination of the required education and experience providing the required skill and knowledge for successful performance may be considered
