Global Science & Technology, Inc. (GST), is seeking a motivated, dynamic individual to step into a leadership role as our Accounting Manager/Director. Global Science & Technology (GST) is a successful, respected, medium-sized government contractor primarily supporting science work at NASA and NOAA. This position will succeed our retiring accounting lead, and we are planning for an overlap transition of 1-2 months. Responsibilities include executing financial strategy and leading/performing accounting operational functions, handling accumulation and consolidation of financial data for internal and external financial statements, evaluating/improving accounting and internal control systems, and leading accounting professionals and staff.
This position will report to the CEO and will have 2 direct reports.
Essential Duties and Responsibilities:
- Oversight and management of all facets of financial operations, including job costing, customer billings, accounts payable, accounts receivable, payroll, tax filings, budgeting, forecasting, and reporting.
- Prepare annual budget, engage in financial planning efforts, and undertake strategic financial modeling working closely with the CEO.
- Perform overall monthly accounting close processing and reporting as well as financial audit activities and the annual corporate financial controls audit.
- Responsible for month-end and year-end close of income statement and balance sheet, account reconciliations, and general ledger analysis.
- Handling day-to-day cash management.
- Prepare, review, and analyze financial statements to ensure accuracy and completeness.
- Prepare the annual incurred cost submission(s) for approval by the CEO and ensure timely delivery to Federal government audit agencies.
- Perform strategic technology assessment to optimize utilization of accounting process automation. Make recommendations and spearhead approved accounting process improvements while ensuring new systems are chosen/tested and configured to streamline and automate processes (aimed at improving staff and user experience); provide business insights that drive better decisions and actions in line with the organization's strategic goals. Lead implementation efforts of improvements. Partner with key stakeholders from other departments.
- Maintain or improve robust financial controls, policies, and procedures to minimize risk exposure and ensure compliance with government regulations and contract requirements, including strict adherence to the Federal Acquisition Regulations (FAR).
- Collaborate closely with the Director of Contracts to participate in the contract management processes, ensuring accurate billing, timely invoicing, and consistent contract compliance.
- Serve as the primary liaison to banks, external auditors, vendors, etc.
- Oversight and management of annual financial statement audits and tax return preparation, including the conversion from GAAP basis to taxable basis income. Ensure timely, proper filing of reports.
- Prepare cash flow forecasts and present monthly, quarterly, and annual financial reports to CEO
- Develop accounting staff by managing performance, setting goals, providing ongoing training, and maintaining strong employee relationships.
- Communicate complex financial information to non-financial stakeholders in an understandable manner.
- Perform ad hoc analysis and projects as requested.
Qualifications/Requirements:
- CPA certification
- Strong understanding of Accounting Principles (GAAP), CAS, and nuanced comprehension of government contracting regulations (FAR)
- Highly Proficient in automated accounting system software, MS Excel, and Project-based customer invoicing with different types of government contracts (e.g., CPFF, T&M, FFP)
- Experience working in and managing a remote workforce and knowledge of accounting technology trends
- In-depth understanding of Finance and Accounting functions, such as General Ledgers, Consolidations, Reporting, Payroll, Fixed Assets or Reconciliations and system controls
- Ability to conduct incisive analyses of complex financial data report to executive management, and work on multiple engagements with competing schedules and deadlines
- Expert knowledge in Deltek Costpoint (other cloud-based financial system knowledge helpful) and experience with Paycor, ADP, or other Cloud-based Payroll system
- Ability to clearly explain concepts and articulate information to co-workers, management, bankers, and external auditors; collaborative spirit with ability to foster strong relationships
Education/Training/Experience:
- Bachelor's degree in Finance, Accounting, Business administration, or a related field
- A minimum of 8 years of accounting experience working with various ERP systems in a Government Contracting Environment
- 4+ years experience managing or supervising an Accounting department personnel and projects
