This county-wide recruitment will establish a Accounting Assistant I/II Countywide Candidate Poolof qualified applicants for permanent and temporary Accounting Assistant I / II openings through the County. This candidate pool will be used to fill current and future permanent and temporary vacancies throughout the county.
HOW IT WORKS
- Applicants will answer questions about location preferences, work experience, and
qualifications.
- The most competitive applicants (based on specialized skills) will be referred
for interviews.
- Applicants will receive email notification once their application is no longer being
considered due to Candidate Pool expiration.
Some positions may require a law enforcement background investigation which requires completion of an extensive questionnaire, meeting with a background investigator, and submitting several references.
Temporary (Temporary Assignment Program - TAP) positions are compensated at an hourly flat rate and are At-Will assignments.
A Temporary Accounting Assistant I/II performs a variety of accounting duties related to the maintenance and review of accounting, financial, and statistical records; and performs other related duties as required.
Competitive candidates with possess experience or general knowledge of accounting, accounts receivables, accounts payable, MS Office Suite basic to intermediate MS Excel skills are highly desired.
EXAMPLES OF ESSENTIAL DUTIES
Make mathematical calculations and verify totals; check arithmetical accuracy of claims, warrants, vouchers or deposits; check and correct account or numerical records for arithmetical errors or proper coding.
• Post financial transactions to accounts or journals or ledgers; post and reconcile individual client accounts; adjust or balance ongoing and routine accounts; reconcile differences found between account records using established procedures or instructions; maintain logs of incoming or outgoing items.
• Access computerized account files to obtain or update information/data; enter data (standard or coded) from forms or documents onto computer terminal.
• Collect and receipt for monies; post cash receipts; make change for customers from a cash drawer; prepare cash drawer for daily change monetary needs; check cash against receipts to balance a cash drawer.
• Calculate routine billings using established procedures or instructions; reconcile differences found between payments or receipts using established procedures or instructions.
• Order supplies/stock; check purchase orders against requisitions; check supplies received against invoices; maintain routine inventory records.
• Operate standard office equipment such as adding machine, typewriter, computer, cash register, or duplicating machine.
• Answer routine questions in person or over the telephone.
MINIMUM QUALIFICATIONS
Accounting Assistant I TAP RATE: $16.45
OPTION I
Experience: Two years of general clerical experience.
OPTION II
Experience: One year of general clerical experience.
Education: Completion of 18 semester or 27 quarter units in secretarial science, office practices, or a closely related field to the assignment.
OPTION III
Experience: One year of general clerical experience.
Education: Completion of 360 hours from a recognized occupational training program in secretarial science, business education or a closely related field.
OPTION IV
Education: Completion of 12 semester or 18 quarter units from an accredited college or university in business mathematics, bookkeeping, accounting or a closely related field to the assignment.

Accounting Assistant II TAP RATE: $18.32
OPTION I
Experience: One year as an Accounting Assistant I with the County of Riverside or in an equivalent position.
OPTION II
Experience: Two years in the review, reconciliation, and preparation of financial accounts.
OPTION III
Education: Completion of 12 semester or 18 quarter units in accounting from an accredited college or university.
ALL OPTIONS
Knowledge of: Basic methods, practices, and terminology of fiscal recordkeeping, basic business mathematics; checks, money orders and other common negotiable instruments and their proper validation and endorsement; common methods of balancing cash and checks against records of receipt; methods of handling, recording and controlling monies received and disbursed; basic mathematical/fiscal computer applications.
In addition to the above, some positions may require:
Knowledge of: Basic payroll practices and procedures includingFLSArequirements.
Ability to: Make mathematical computations quickly and accurately; operate standard office equipment which may include computers, calculators, cash registers, adding machines, and duplicating machines; read, understand and follow written and oral instructions; use computerized accounting systems; prepare data in proper format for data entry; understand and maintain financial accounting files or other record systems; recognize and correct computational errors; accurately compare, post and transfer numbers; understand transactions in terms of accounting codes and classifications; prepare routine and special financial reports; communicate effectively by phone or in person; learn County accounting systems; establish and maintain effective working relationships with others.

Assessment: Minimally qualified candidates will be required to pass a computerized assessment in order to be considered for this position.

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).
- Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.
- Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.
- Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013. As of July 1, 2020, the employee contribution is 7.25% and subject to change annually.
A new member is defined as any of the following:
CalPERS refers to all members that do not fit within the definition of a new member as "classic members".
Contribution rates are subject to change based on the County of Riverside annual actuarial valuation.

CalPERS is governed by the Public Employees' Retirement Law. The Retirement Law is complex and subject to change. DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.
VACATION ACCRUAL (Bi-Weekly Accrual):
0< 3 year = 80 Hours (10 Days)
4< 9 years = 120 Hours (15 Days)
10 or more years = 160 Hours (20 Days)
Maximum Vacation leave accumulation is 480 hours.
SICK LEAVE: Four (4) hours Sick Leave accrual per pay period with unlimited accrual.
HOLIDAYS: Normally 12 paid holidays per year
BEREAVEMENT LEAVE: Allowed 5 days (3 days are County paid; 2 additional days can be taken from accrued Sick Leave balance)
BASIC LIFE INSURANCE: Equal to one times annual base salary not to exceed $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.
DISABILITY: Short-term Disability benefit pays up to a maximum of $461.54 weekly, payable up to a maximum of 52 weeks.
POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the applicable Memorandum of Understanding.
