Zermount Inc. is seeking an exceptional Zero Trust (ZT) Technical Project Manager with demonstrated expertise in enterprise transformation, project delivery, and managing highly specialized teams and deliverables. The ZT Project Manager will play a critical role in leading Zermount's Zero Trust Enterprise initiative, leveraging expertise in aligning projects with the objectives of EO 14028, OMB M-22-09, and other federal standards. This position requires a strategic thinker who can navigate complex environments and ensure mission-critical deliverables are met. This role is designed for an experienced and innovative leader who thrives in complex environments and can elevate Zermount's Zero Trust initiative to meet and exceed federal standards The ideal candidate will possess a deep knowledge of PMP/PMI best practices and Agile and SAFe management frameworks. They must be adept at delivering multiple phases of enterprise transformation based on senior Zermount and federal executive leadership, including but not limited to:
- Assessing, and managing delivery of As-is, and To-be solutions.
- Managing highly specialized contractual deliverables such as technical and architectural roadmaps.
- Developing strategies for innovative, advanced concepts such as visualization initiatives, emerging technical capability implementation, process re-engineering delivery, O&M or improvement/enhancement of existing capabilities and/or technology as well as pilots.
- Building and maintaining complex Integrated Master Schedules (IMS) with an agile approach.
- Leading a robust management team comprising a Master Scheduler, Communications Manager, Process Re-engineer, ZT Architect and Orchestrator, and ZT SME as well as a team of highly specialized and senior cybersecurity technologists.
- Expertise in system development life cycles (SDLC), including deploying, updating, and testing technical and conceptual solutions.
- Providing leadership and strategies to Integrate cybersecurity into CI/CD pipelines and DevSecOps.
- Delivering enterprise-wide reporting and communication guidelines aligned with all levels of federal leadership requirements.
Duties & Responsibilities:
The ZT Technical Project Manager will lead the Zermount ZT team, providing leadership, direction, and strategic oversight to ensure the successful implementation of Zero Trust solutions and services. Key responsibilities include:
- Developing and maintaining Integrated Master Schedules (IMS) to ensure project health and accuracy.
- Leading the creation and implementation of Zero Trust Architecture (ZTA) solutions, aligned with organizational strategies and federal guidelines (EO 14028, CISA ZT Maturity Model, NIST SP 800-207).
- Managing quality assurance and control for deliverables.
- Supporting SME efforts and guidance on ZTA requirements and participating in design reviews as needed.
- Delivering monthly status reports and preparing Program Management Reports (PMRs).
- Establishing metrics and performance measures to monitor enterprise-wide ZTA progress and maturity.
- Integrating risk management frameworks, including CISA's ZT Maturity Model, and NIST guidance.
- Automating enterprise-level performance reporting for ZTA initiatives using CDM dashboards, FISMA reporting, and ISCM dashboards.
- Developing and maintaining all governance documents, including roadmaps, PMP, IMP, CP, RMP, and QAP.
- Overseeing cross-functional collaboration between all areas of the Zermount ZT team to include SMEs, cybersecurity engineering, and external contractor and federal teams.
- Managing the mapping ZTA capabilities across the five Zero Trust pillars (identity, device, network, application and workload, and data) and identifying gaps and enhancements.
- Establishing relationships among stakeholders to ensure alignment and timely delivery of solutions.
- Designing and maintaining dashboards and briefings to monitor and measure program performance.
- Delivering training processes for technical personnel to enhance readiness and capability.
Qualifications:
Minimum Requirements:
- 15+ years of IT cybersecurity management experience, including 3 years of direct support to the US Government; OR a bachelor's degree in IT, computer science, business, or engineering with 10+ years of relevant experience.
- Demonstrated expertise in PMP/PMI best practices and proficiency in Agile and SAFe management frameworks.
- Strong understanding of the Zero Trust Architecture (ZTA) principles, maturity models, and technical reference architectures, as outlined in EO 14028, OMB M-22-09, and related federal standards.
- Proven ability to lead and manage highly specialized teams and deliverables.
- Expertise in SDLC, including deploying, updating, and testing solutions.
- Experience integrating cybersecurity into CI/CD pipelines and DevSecOps.
- Exceptional oral and written communication skills for technical and executive-level audiences.
- Proficiency in managing complex, politically sensitive environments with professionalism and tact.
Zero Trust -Specific Qualifications:
- Knowledge of and experience with the implementation of principles, strategies, roadmaps, and capabilities to meet the requirements outlined in M-21-31, M-22-09, EO 14028, and NIST SP 800-207.
- Working knowledge of implementing and management of Zero Trust capabilities outlined by CISA's ZT Maturity Model or similar concepts
- Deep expertise in managing efforts involving at least one of the five ZT pillars, with the ability to provide strategic guidance for achieving optimal maturity levels in collaboration with the ZT SME and each Pillar SMEs.
- Experience developing ZT roadmaps and aligning them with organizational objectives.
Education:
- Minimum of a Bachelor of Science (or higher) in one of the following: computer engineering, computer science, IT, cyber security, or a related field.
- Relevant years of experience may substitute for educational requirements in some cases.
Clearance level:
- Minimum of an active Secret Clearance.
Work Location:
- Primary location resides at Zermount HQ and TSA HQ, the official station is TSA HQ, 6595 Springfield Center Dr., Springfield VA 22150. Remote work is authorized and occasional travel to the primary location may be required.
Hours of Operation:
- Business Hours: 8:00 am EST - 4:30 pm EST.
- Ability to pass a minimum background investigation.
