The Workforce Development and Education Manager will lead the workforce development and education program, as well as Lindy's job training program, to ensure the effective and efficient delivery of direct care services. This role is responsible for maintaining compliance with the standards set by Daybreak, the Board of Directors, funding sources, CARF, and other accrediting bodies by performing the following duties: |
WORKFORCE DEVELOPMENT & EDUCATION MANAGER ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned: |
Serve as a career coach to help clients explore their interests, develop skills and goals in alignment with the Housing First for Youth model. Formulate individualized strategies to help clients achieve these goals. Connect clients with potential employers, maintain communication with all parties until employment is secured. Conduct community outreach to build strong connections with employers and the broader community. Assist clients in accessing community-based resources, governmental benefits, and other support systems. Advise, inspire, and empower youth to achieve self-sufficiency and financial stability. Oversee Lindy's training program, ensuring training plans are developed, tracked, and tailored to each client's needs. Hold weekly conferences with each trainee and act as a resource for skills development. Develop and lead workshops participating in career development events that enhance client job-readiness. Record and report progress metrics and success rates, compiling data for workforce and education program improvement. Recruit, train and manage volunteers who provide mentorship, skills training, data entry, and employment follow-up. Manage hiring, retention, and performance reviews for Workforce Development/Education Coaches and Lindy's staff. Conduct ongoing supervision and support staff development. Research and gather information for additional funding opportunities, reporting on program outcomes to support grant applications and program growth. Develop and manage a database of employers and/or industry representatives, maintaining regular communication through appropriate channels. Maintains expertise in programming strategies and curriculum development to effectively lead Workforce Development/Education coaches and Lindy's staff in supporting youth employment and self-sufficiency goals. Motivate and support Workforce Development/Education coaches and Lindy's staff to achieve productivity/billing standards, ensuring timely documentation in Care Logic. Assign caseloads to Workforce Development/Education coaches for youth engaging in employment services. Oversee Lindy's daily food menu, food inventory, receiving, storage, and product rotation, ensuring compliance with health and food safety standards. Approve expense vouchers related to Lindy's program. Ensures implementation of training program and curriculum to youth placed in Lindy's program. Collaborate with Daybreak's programs to address client needs and support programming within the work environment. Achieve a minimum of 32 hours of monthly productivity by providing individual and group services. Ensure timely completion of documentation within 72 hours, per agency standards. Responsible for the communication to staff of requirements of from funding sources, CARF accreditation, and other agency standards. Provides timely documentation of training program outcomes to support grant applications and reporting needs. |

Assumes an advocacy and leadership role which exemplifies the belief in the potential of the client. Recognizes and accepts agency service limitations when serving youth and helps his/her direct service staff to understand and accept those limitations. Ensures all duties set by agency's guidelines and programs policies and procedures are completed on time and as assigned. Meets regularly with Supervisor to discuss programing and client's progress. Notifies other Managers of potential or real client emergencies including criminal activities, high risk behavior, mental health emergencies, health emergencies or other activities that impact safety, security, and public relations. Models professional behavior and actively contributes in a positive manner and demonstrates constructive positive problem-solving strategies and openness to others' opinions Refrains from engaging in dual-relationships or any other ethical boundary with clients to ensure and protect client's rights and consults with supervisor when there might be a risk of these situations. Refrains from engaging in negative or counterproductive behaviors and attitudes and strives to keep the well-being of co-workers and clients at the forefront. Demonstrate appreciation, understanding and trust in the work of his/her colleagues Attends training/agency meetings, as scheduled. Responsible for completing all required trainings needed to comply with Daybreak policy. Maintains appropriate in-service training hours by attending conferences, workshops, and training that are relevant to the job description and assignment tasks. Adheres to and upholds agency's Mission, policies and procedures and maintain and contribute to positive customer relations-both internally and externally (clients, staff, vendors, donors.) Attends All-Staff meetings each year Drives Daybreak vehicles, when necessary. | |
SUPERVISORY RESPONSIBILITES: | |
Develop corrective action plans for Workforce Development/Education coaches Employment and Lindy's employees who are deficient in one or more of the following: a. Documentation and other paperwork associated with job functions. b. Behaviors that contribute to acceptable job performance. Provides supervision to their staff, including: Ø Participates in selection/hiring process. Ø Provides agency and job specific Orientation and training for new employees. Ø Reviews and approves time sheets, Leave Request, and other personnel related forms. Ø Evaluates performance, provides feedback, and monitors trainings/certifications to ensure staff competencies are evidenced by documentation in personnel files. Ø Directs and supervises employees in accordance with agency policies, procedures, and applicable laws. Ensures staff attendance at all required in-services, trainings, and mandatory meetings. | |

EDUCATION and/or EXPERIENCE: | |
Bachelor's degree preferred, from a four-year college or university, or a 2-year degree with 2 years post-graduation experience. Three years of managerial experience. Four years work experience with at-risk populations and job training programs preferred. | |

Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals; ability to write routine reports and correspondence; ability to interact appropriately and positively with young people; ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community; ability to effectively present information to top management, public groups, and/or boards of directors. | |
MATHEMATICAL SKILLS: | |
Ability to work with mathematical concepts such as measurement, probability, and statistical inference. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations. Ability to perform these operations using units of American money and weight measurement, volume, and distance. | |

It is the policy of Daybreak to ensure that the facility is in compliance with all license requirements and that all employees are fit for duty. Once a conditional offer of employment has been given, Daybreak requires that all prospective employees sign a background check release form and pass pre-employment testing before a start date may be given.
Background Check
Daybreak is required by State of Ohio law to perform a criminal background check, which includes fingerprinting, of eligible applicants. In addition to the fingerprints, Daybreak requires the following additional background checks.

- Nurse Aide Registry
- SAM
- of Developmental Disabilities (DODD)
- Motor Vehicle Report
Pre-employment Testing
The following pre-employment tests will be conducted at Daybreak's expense. Tests include:
- A tuberculin skin test or chest x-ray (by a physician of Daybreak's choosing)
- A urine drug screening (by a testing facility of Daybreak's choosing)
Should the pre-employment reviews indicate that the prospective employee does not meet the employment requirements, Daybreak has the option of either not hiring the person or postponing employment until the condition prohibiting employment has been removed.
If the background or pre-employment checks contain information that the applicant has committed, been convicted of, or pleaded guilty to any criminal offense, unless the charge was a minor misdemeanor not involving violence or a sexual offense at least 5 years old, or if the applicant refuses to submit fingerprints for a criminal background check, the conditional offer of employment will be withdrawn immediately.
Pursuant to SB 38 (child-serving agency), if it is determined that the applicant has committed one of the disqualifying events listed on the attached Ohio Revised Code Disqualifier sheet may prevent employment at Daybreak.
