The Position:
You will be expected to be responsible and able to manage staff to ensure that services to victims are carried out in accordance with specified departmental objectives and grant requirements. Additionally, you will plan and develop methods and procedures for implementing programs, direct and coordinate program activities, and supervise Victims' Services Unit (VSU) employees for specific functions or phases of program. You will perform work under the direction of the CARE Assistant Deputy Director, and under the general direction of the CARE Director and Deputy Director.
This position is designated for telework under Government Code section 14200 for eligible applicants residing in California and may require reporting to headquarters or field offices and facilities to fulfill operational needs. All telework schedules are subject to change and may be reevaluated at any time. Telework does not change the terms and conditions of employment, the essential functions of job duties, or required compliance with the Department of Justice policies.
Duties include:
- Plans, organizes, and directs program activities necessary for the daily operation of the Victim Services Unit. Works with the Staff Services Manager II to set unit priorities and collaborates with senior leadership across Divisions as subject matter expert on victim centered protocols and policies.
- Supervises and manages the Victim Services Unit advocates; provides oversight and expertise for the VSU advocates in all functions related to victim support, public outreach, and trainings
- Develops and administers the Victim Serivces budget, which includes a grant and multiple funding sources.
Desirable Qualifications include:
- Build and maintain a trusted advisor relationship with internal leadership across divisions, and act as the primary point of contact for the Unit and provide prompt, comprehensive responses to all Department and funder needs and requests.
- Provide visionary, strategic, and practical leadership and direction for VSU staff.
- Promote the VSU to the Department, public, and allied government and non-government agencies.
- Successfully manage the VSU's budget and provide responsible stewardship for all funding sources, including expenditures and routine program and fiscal reporting.
- Engage subject matter experts to support training and technical assistance to ensure VSU stays abreast of emerging best-practices and trends in victims’ services and criminal justice
Required Experience:
Either I
One year of experience in the California state service performing analytical staff duties of a class with a level of responsibility not less than that of Associate Governmental Program Analyst.
Or II
Experience: Three years of increasingly responsible management, personnel, fiscal, planning, program evaluation, or related analytical experience beyond the trainee level which shall have included the preparation of reports and the presentation of recommendations to management, at least one year of which must have been in a full journeyperson technical capacity.
(Experience in the California state service applied toward this requirement must include one year performing the duties of a class with a level of responsibility not less than that of Associate Governmental Program Analyst.) (In appraising experience more weight will be given to the breadth of pertinent experience and the evidence of the candidate's ability to accept and fulfill increasing responsibilities than to the length of the experience.) and
Education: Equivalent to graduation from college. (Additional qualifying experience may be substituted for the required education on a year-for-year basis.)
