ID: 52949194 Shift: Unknown Description: The Contractor shall provide Contract Registered Respiratory Therapists (RRT) to augment current VA staffing on an as-needed basis to the VA Long Beach Healthcare System (VALBHS) at 5901 E. 7th Street, Long Beach, CA 90822. The services will cover a range of respiratory treatments typically provided in civilian healthcare settings. RRTs will provide specialized care in inpatient units, including administering respiratory medications (e.g., bronchodilators, steroids), performing Cardiopulmonary Resuscitation (CPR), conducting Pulmonary Function Tests (PFTs), and responding to emergencies according to hospital protocols. The Registered Respiratory Therapist is a multi-skilled health professional who works interdependently with other health care professionals to provide quality health care to the patient. WORK SCHEDULEContract RRTs shall work in areas designated by the COR or his/her designated representative.Contract RRTs shall be expected to be available 24 hours a day, seven (7) days a week; including holidays.The normal tour of duty is comprised of six (6) twelve (12) hour shifts, and one (1) eight (8) hour shift amounting to eighty (80) hours per 2-week period.The following are sample tour of duties Contract RRTs may work. Alternate schedules may be approved by COR.Day: 7:30 am 8:00 pm (12hr)Day: 7:30 am 4:00 pm (8hr)Night: 7:30 pm 8:00 am (12hr)Night: 10:00 pm 6:30 am (8hr) Contract RRTs that work an eight (8) hour or longer shift, shall be entitled to a thirty (30) minute meal break.Overtime shall be approved in writing (email) and permitted by the COR prior to any Contract RRT exceeding eighty (80) hours per two (2) week period.QUALIFICATIONSContract RRTs shall meet the following Heart Association (AHA) Advanced Cardiovascular Life Support (ACLS) certification.iCredentialled as a Registered Respiratory Therapist by the National Board for Respiratory Care (NBRC). The contract RRT shall hold an active license.Minimum 3-year experience in an acute care hospital settingPRINCIPLE DUTIES AND RESPONSIBILITIESThe Contract RRTs shall assist with Intubations and other simple procedures. (i.e.: Bronchoscopies, thoracentesis, chest tube placement)The contract RRT shall be familiar with multiple Mechanical Ventilators and have proficiency in ventilation management.The Contract RRTs shall draw and analyze Arterial Blood Gasses (ABGs) and able to interpret with the ability to assess and adjust patient modality per ABG results.The Contract RRTs shall discuss patient care plans, treatment plans and other pertinent care information with Physicians and other patient care providers (i.e.: Physician assistants, Nurse practitioners)The Contract RRTs shall be able to maintain, operate and make adjustments with both invasive and non-invasive ventilator machines to include portable CPAP and Bi-level machines.The Contract RRTs shall provide education to patients, caregivers, and family members pertinent to their treatment plan while admitted or upon discharge.The Contract RRTs shall utilize Handheld Nebulizers; Intermittent Positive Pressure Breathing (IPPB) Treatments.The Contract RRTs shall administer medications to the respiratory tract, including bronchodilators, decongestants, wetting agents, mucous emulsifying agents, and steroids.The Contract RRTs shall perform CPR in accordance with hospital and department policy and procedure.The Contract RRTs shall perform CPR in accordance with hospital and department policy and procedure.The Contract RRTs shall perform PFTs and/or Spirometry Tests.The Contract RRT shall responds and performs duties associated with Hospital Codes.The Contract RRTs shall be subject to the professional direction of the Chief of Respiratory Therapy, or designee.The Contract RRTs shall provide direct and indirect treatment through assessing patient status and determining priorities, in any areas of assignment within VALBHS.The Contract RRTs shall exercise independent judgment, organizational skills, communication skills and the ability to utilize an interdisciplinary approach in the provision of care.The Contract RRTs shall serve as a resource person to nursing staff in the use of respiratory equipment.The Contract RRTs shall comply with the VALBHS standard operating procedures and policies.Guidelines are in the form of oral and written instructions using standard operating procedures in the planning of prescribed treatments. Additional materials such as technical manuals, textbooks, and reference books are available for review.The Contract RRTs shall use the guidelines available in operating the highly complex and technical equipment.The Contract RRTs shall use independent judgment along with previously acquired practical knowledge.The Contract RRTs shall have basic typing and PC computer skills with ability to enter clinical assessment in an electronic medical record. Documentation and ordering of patient care will be done electronically on the VISTA computer system. As a part of the orientation process, Contract RRTs shall be required to request and obtain an access code to the VISTA computer system.HEALTH REQUIREMENTSContract RRTs shall not perform services under this contract unless a pre-assignment medical examination has been performed within 30 calendar days of their first scheduled shift. Pre-assignment medical examinations shall be the responsibility of the Contractor at no cost to the Government.As a condition of employment, Occupational Safety and Health Administration (OSHA) requires that all Contract RRTs who will have occupational exposure to blood, other body fluids, or other potentially infectious materials, shall receive Hepatitis B vaccine, sign a voluntary declination, or have documented proof of immunity to Hepatitis B infection. The immunization shall be the responsibility of the Contractor, at no cost to the Government.The Contract RRTs having patient contact or exposure to biological or pathological specimens should be immunized against, be granted an immunization waiver, or have documented proof of immunity to rubella, mumps, polio, and Hepatitis B or sign a waiver stating they do not wish to have these immunizations and will not hold the facility liable if virus contact occurs while providing care on site at VALBHS. In addition, Contract RRTs shall be free of infectious diseases (to include but not limited to active Tuberculosis and Viral Hepatitis) that might reasonably be expected to place other workers, patients, or the public at risk.The Contractor shall provide the COR with certification that the Contract RRTs have completed the medical evaluation required above, a minimum of five (5) working days prior to performance. This certification shall state the date that the examination was completed, the doctor s name who performed the examination, a statement concerning the physical health of the individual and the following statement: [Name of the Contract RRT] is suffering from no contagious diseases to include but not limited to, Tuberculosis, Hepatitis, and Venereal Disease.The Contractor shall provide the COR with all the information necessary to ensure that Government records are maintained correctly and in compliance with the Joint Commission (TJC), OSHA, and the Center for Disease Control (CDC) health records requirements, for each individual contract RRTThe Government may take nose and throat cultures from Contract RRTs when required by Government Infection Control Committees (ICC).When Contract RRTs have been found medically unfit for providing services required under the resulting contract, they shall be required to discontinue working immediately. The Contract RRTs shall not return to work until given clearance by the appropriate VA staff member.The Contractor shall provide certificates of completion for any related testing/requirements that show compliance with TJC, OSHA, and the CDC requirements, for all Contract RRTs.The Government will provide emergency health care for injuries sustained while on duty at the VA, for Contract RRTs. These services will be billed to the Contractor at the current full-reimbursement rate.
