About the Job
Manage and direct the engineering relationship with the Member Systems and other customers, regulators, communities, and consultants by serving as the lead technical liaison and advocate for existing/future electric system delivery points. With direction from the Principal and Senior Transmission Service Managers and Manager (E-IV), manage a cross-functional team of staff, consultants, and contract resources in the planning phase of multiple substation and transmission line capital projects that are large, complex, and high-value projects. For assigned projects; initiate, scope, estimate, evaluate alternatives, and release for construction, Member System related capital construction projects by developing adequate justifications in accordance with standard lead times. Lead the development and implementation of business processes necessary to plan capital projects effectively (E-V/E-VI). A key participant in ITS coordination of project sponsorship, scope, and technical coordination. Ensure the use of approved project methodologies and compliance with Corporate policies and procedures. Provides training and mentoring to Transmission Services Managers and other team members (E-V/E-VI). Work on special assignments as requested by Management.
REQUIRED QUALIFICATIONS
Education: BS in Engineering
E-IV: Six (6) years of experience in the electric utility industry in an engineering role with at least two (2) years in planning transmission and/or distribution systems or related experience.
E-V: Eight (8) years of experience in the electric utility industry in an engineering role with at least four (4) years in planning transmission and/or distribution systems or related experience.
E-VI: Ten (10) years of experience in the electric utility industry in an engineering role with at least six (6) years in planning transmission and/or distribution systems or related experience.
Equivalent Experience:
E-IV: Master's Degree in Engineering with four (4) years of work experience in the electric utility industry in an engineering role with at least two (2) years in the planning or operation of transmission and/or distribution systems or related experience.
Or, fourteen (14) years experience in the electric utility industry in a substation maintenance role with at least five (5) years maintaining transmission and distribution substations owned by Georgia Transmission Corporation. Substation maintenance activities shall include, but not be limited to, mobile substation installations, equipment inspection and replacement, and equipment testing of transformers, breakers, etc., 12kV - 500kV where an individual was responsible for interpreting test results and determining corrective actions as well as having established relationships with Member Systems.
E-V: Master's Degree in Engineering with six (6) years of work experience in the electric utility industry in an engineering role with at least four (4) years in the planning or operation of transmission and/or distribution systems or related experience.
Or, sixteen (16) years experience in the electric utility industry in a substation maintenance role with at least six (6) years maintaining transmission and distribution substations owned by Georgia Transmission Corporation. Substation maintenance activities shall include, but not be limited to, mobile substation installations, equipment inspection and replacement, and equipment testing of transformers, breakers, etc., 12kV - 500kV where an individual was responsible for interpreting test results and determining corrective actions as well as having established relationships with Member Systems.
E-VI: Master's Degree in Engineering with eight (8) years of work experience in the electric utility industry in an engineering role with at least six (6) years in the planning or operation of transmission and/or distribution systems or related experience.
Or, eighteen (18) years experience in the electric utility industry in a substation maintenance role with at least seven (7) years maintaining transmission and distribution substations owned by Georgia Transmission Corporation. Substation maintenance activities shall include, but not be limited to, mobile substation installations, equipment inspection and replacement, and equipment testing of transformers, breakers, etc., 12kV - 500kV where an individual was responsible for interpreting test results and determining corrective actions as well as having established relationships with Member Systems.
Licenses, Certifications, and/or Registrations:Registration as a Professional Engineer (Electrical Discipline) in the State of Georgia is highly desirable.
Specialized Skills (e.g., typing, computers, software, tools, equipment uses, etc.): The incumbent must have excellent analytical skills, including interpretive and complex problem-solving and decision-making skills pertaining to electric power systems, engineering economics, and financial analysis. Specific capabilities include the ability to accurately perform a complete evaluation of alternatives and the identification of the optimal solution for the electric power system.
The incumbent should possess excellent (oral and written) communication and interpersonal skills including the ability to negotiate, persuade, and facilitate effectively with counterparts of other companies and effectively coordinate various activities within the Corporation related to Member Planning Services. The incumbent should be capable of monitoring the status of these relationships and proactively initiating remedial or strategic steps in the negotiation process.
The incumbent shall possess excellent organizational and time-management skills to successfully coordinate and manage multiple projects simultaneously. These skill sets shall also pertain to accurate reporting to Member Systems and Management.
Must have good computer skills and PC proficiency (Microsoft Word, Excel, PowerPoint, Access, etc.)
