About the Job
The County of Riverside's Department of Human Resources (HR) has an opportunity for a Talent Management System Specialist (Business Process Analyst I - CN), with primary responsibility for the Talent Management System.
This position will perform responsible, varied, complex, and specialized technical and analytical work in support of RivCo Talent, Riverside County's Talent Management System (TMS) powered by SumTotal Systems.
The Talent Management Systems Specialist will assist in the administration, reporting and configuration of the organization's talent management system modules which includes Learning, Performance, Compensation, Succession, Career Planning and Data Analytics for business segments and support services functions within the County.
The selected candidate will work directly with vendors for resolution of underlying system program issues, ensure data integrity, develop training materials for system implementation and/or upgrades, and partner with stakeholders to ensure content and system functionalities are leveraged effectively.
The ideal candidate will possess prior experience implementing and working in Talent Management cloud-based solutions (SumTotal or Cornerstone Preferred); strong data analysis skills; basic knowledge of Jaspersoft or Microsoft Power BI; familiarity with instructional design principles and proficiency in common authoring tools.
Competitive candidates will have proven experience assisting with administration of Talent Management Systems used to manage employee training, including compliance and professional development training; and previous experience translating training requirements into properties within a Talent Management System.
Employees in a Confidential designated class are defined by Section 3.b. of the Employee Relations Resolution, as "any employee who may be privy to the decision-making process of County management affecting employee relations" and are only authorized for use within the departments of Executive Office, Clerk of the Board, County Counsel, and Human Resources.

EXAMPLES OF ESSENTIAL DUTIES
Maintain a Talent Management System (TMS) that will meet all regulatory compliance needs and ensure data accuracy and integrity.
Coordinates and manages end-user technical issues and functional support working with IT, vendor and internal teams.
Serve as business process resource on all matters involving the support, maintenance, enhancement, and upgrade of the County's integrated enterprise systems; provide functional support, analysis, and design specifications, as needed, to programming staff.
Evaluate system performance and course effectiveness based on established goals and objectives; reconfigure system components as needed; ensure compliance with County standards and requirements.
Conduct special studies and prepare reports relative to RivCo Talent operations, configuration, maintenance, and updates.
Independently analyze large-scale business practices, processes and problems.
Gather, analyze, prepare and summarize business needs; document requirements and recommend solutions/actions.
Troubleshoot, provide production support, identify problem areas, and correct system set-up when production errors are identified; work directly with vendors for resolution of underlying system program problems; search corporate websites for posted resolutions and remedies that could resolve identified problems.
MINIMUM QUALIFICATIONS
Education
Bachelor's degree in public/business administration, human resources, finance, computer science, information systems, or a related field. (Additional qualifying experience in a functional support area may substitute for education on the basis of 30 semester or 45 quarter units equaling one year of full-time experience.)
Experience
OPTION I
Two years of experience performing design, development, maintenance and/or troubleshooting activities in support of Riverside County's enterprise Financial, Human Resources, or Human Services management systems as a primary duty.
OPTION II
Three years of progressively responsible work in the administration of a Talent Management System which would demonstrate possession of the knowledge and abilities listed below.
Knowledge of:Principles and practices of human resources, and/or other enterprise functions; project specifications development; application design; application of industry/corporate standards and conventions for systems analysis and quality assurance; installation, testing and migration process and techniques; quality and version control processes; use of packaged/off-the-shelf and 3rd party application software, including office automation tools.
Ability to:Write/modify technical and user documentation; prepare flow process diagrams and other design graphics; use basic principles and practices and functional activities for the maintenance and enhancement of enterprise systems components; gather and analyze data; reason logically, draw valid conclusions, and make appropriate recommendations; speak and write effectively; read, interpret and apply laws, rules, regulations, standards, and procedures; establish and maintain effective working relationships with others and gain their cooperation.

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).
- Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.
- Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.
- Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013. Effective July 1, 2023 employee contributions are 7.25% and will increase to 7.75% effective July 1, 2024.
A new member is defined as any of the following:
CalPERS refers to all members that do not fit within the definition of a new member as "classic members".
Contribution rates are subject to change based on the County of Riverside annual actuarial valuation.

CalPERS is governed by the Public Employees' Retirement Law. The Retirement Law is complex and subject to change. DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.
401(a) MONEY PURCHASE PLAN: County contribution of $50 per pay period towards choice between two 401(a) plan providers.
VACATION ACCRUAL (Bi-Weekly Accrual):
0 through 3 year = 80 Hours (10 Days)
4 to through 9 years = 120 Hours (15 Days)
10 or more years = 160 Hours (20 Days)
Maximum Vacation leave accumulation is 480 hours.
SICK LEAVE: Four (4) hours Sick leave accrual per pay period with unlimited accrual.
HOLIDAYS: Normally 12 paid holidays per year.
BEREAVEMENT LEAVE: Allowed 5 days (3 days are County paid; 2 days can be taken from use of accrued Sick leave balance).
BASIC LIFE INSURANCE: $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.
LONG-TERM DISABILITY (LTD): Benefit pays 66.67% of earnings to a maximum of $10,000 per month; 30-day waiting period; pays to age 65. Benefit may be coordinated with other available leave balances to provide up to 100% of pay.
POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the Management Resolution or applicable bargaining unit.
