Description
Noblis is seeking Systems Engineers to join our team supporting the Federal Aviation Administration (FAA) Air Traffic Systems and Surveillance Services directorates within the Program Management Organization (PMO). Employees will support all activities related to planning, managing, executing, and maintaining system engineering processes, programs, and tasks.
Responsibilities
- Engage in systems engineering tasks involving design, development, testing, installation, implementation, integration, and transition of systems and components.
- Assist the FAA in transitioning from current Air Traffic Control (ATC) capabilities to enhanced ATC techniques and NextGen capabilities.
- Develop milestones for technical standards, surveillance-automation interfaces, aircraft separation standards, system safety and risk management plans, computer-human interface design, and system configuration baselines.
- Provide technical assistance in planning, facility, and system development/integration activities.
- Assist in the development and management of:
- Requirements (system/hardware/software/user/test/maintainer/NAS)
- Functional and performance system specifications
- Concepts of system operation
- Enterprise architecture products
- Requirements traceability matrices
- Functional decomposition matrices/trees
- Interface documents, including Interface Requirement Documents (IRDs) and Interface Control Documents (ICDs)
- Allocation of requirements among developmental systems, subsystems, modules, and non-developmental/commercial components.
- System Test Plans
- Requirements development in the federal government space.
- Function identification, modeling, decomposition, analysis and needs identification.
- Performance modeling, analysis and determination.
- Availability, safety, and security requirement determination.
- Configuration management, alternatives identification and analysis.
- Systems architectures in support of the overall Enterprise Architecture.
- Successfully pass an FAA background investigation/verification and receive a successful final suitability determination.
- Ability to work both independently and as part of a team; Proactive, solution-oriented, with exceptional time management skills.
Educational and Experience Requirements

Senior-level
- Minimum of 15 years’ experience with bachelor’s degree in any engineering field.
- Master's degree in related field may be substituted for bachelor’s degree and 3 years’ experience.
- PhD in related field may be substituted for bachelor’s degree and 7 years’ experience.
- Compensation Ranges - Oklahoma: $90,300 - $185,625
Mid-level
- Minimum of 10 years’ experience with bachelor’s degree in any engineering field.
- Master's degree in related field may be substituted for bachelor’s degree and 3 years’ experience.
- PhD in related field may be substituted for bachelor’s degree and 7 years’ experience.
- Compensation Ranges - Oklahoma: $67,050 - $126,970
Junior-level
- Minimum of 2 years’ experience with bachelor’s degree in any engineering field.
- Master's degree in related field may be substituted for bachelor’s degree and 3 years’ experience.
- PhD in related field may be substituted for bachelor’s degree and 7 years’ experience.
- Compensation Ranges - Oklahoma: $55,440 - $104,785
- Knowledge of FAA's Acquisition Management System processes and products.
- Knowledge of NAS Enterprise Architecture.
- Applied experience using System Architect, DOORS, CORE, and Cameo.
- Experience in integrating new systems into the National Airspace System (NAS).
- Demonstrated technical leadership in FAA's NAS modernization programs.
- Model Based System Engineering/Digital Engineering.
*Locations may vary depending on location of the project. Some primary on-site locations include: Washington D.C., Egg Harbor NJ, and Oklahoma City OK.

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis’ total compensation package.
