DEFINITION / GENERAL PURPOSE: 3/7/2017
Performs a variety of supervisory tasks, semi-skilled and skilled technical and maintenance work in the operation, maintenance, and repair of water distribution system and the Supervisory Control and Data Acquisition (SCADA). Assists in the supervision of pump maintenance labor crew and participates in the development of water department's work plans by: prioritizing objectives, assigning work activities; creating projects; monitoring workflow; and implementing policies and procedures. Reports daily and monthly operational reports, water meter maintenance report, work order, water quality complaint reports, and as designated by the Superintendent.
SUPERVISION RECEIVED AND EXERCISED:
Works under the general supervision of the Water Superintendent.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Assists in the planning, coordination of job assignments and projects.
Assists in providing supervision for personnel and training for new personnel.
Weighs, regulates and changes 150 lb. chlorine bottles, conducts chlorine residual sampling, and maintains/repairs chlorinators.
Installs, repairs, and maintains water lines, water meters, fire hydrants, valves, air releases, backflow assemblies, and other water related apparatuses.
Test City's backflow assemblies as required.
Assists in the planning, coordinate, ensures parts, supplies and equipment are available for the job.
Assist in recording all pertinent data required by State, City, and department.
Investigates customer service complaints and takes or recommends appropriate action.
Responds to emergency calls periodically (on-call 24 hours for 7 days).
Spot-checks subordinates in the field during the day to determine if work has been done properly and efficiently.
Maintains vehicles and equipment.
Assists in budget preparation and annual Consumer Confidence Report (CCR).
Operate heavy equipment including backhoe/front-end loader, trenching machine, and dump truck.
Performs other essential duties as required to achieve successful operations of the department.
Assists in bacteriological, THM/HAA's disinfectant by-products, lead/copper, and disinfectant residual monitoring.
Regular and timely attendance is an essential job function.
PERIPHERAL DUTIES:
Serves as a member of various employee committees, as assigned.
Assists in the training and supervision of all employees.
Other Duties as assigned.
DESIRED MINIMUM QUALIFICATIONS:
High school diploma or GED required, Associate degree preferred;
Minimum Experience: Three (3) years of experience in water distribution operations.
Desired Experience: Water line and meter installation or repair, pump and motor maintenance.
Posses a class C Water Distribution license from TEQC prior to employment.
SPECIAL REQUIREMENTS:
Valid Class A (CDL) Texas driver's license with insurable record;
Backflow Prevention Assembly Tester License (Preferred)
Customer Service Inspection License (Preferred)
KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge of equipment, materials, methods and procedures used in water distribution operations;
Knowledge of safety procedures and practices related to confined space entry excavation, trenching, dangerous gases, and other water distribution operations;
Skills in operating a backhoe safely and effectively;
Ability to drive and operate a variety of vehicles and equipment safely and effectively;
Ability to obtain/maintain licenses as required by Federal and State laws;
Ability to work safely;
Ability to guide, direct, and motivate employees;
Ability to communicate effectively verbally and in writing;
Ability to establish and maintain effective working relationships with employees, other departments, and the public;
Ability to understand and carry out written and oral instructions;
Ability to perform heavy manual tasks under varying weather conditions;.
Ability to read and understand technical manuals and maps.
SELECTION GUIDELINES:
Formal application, rating of education and experience; oral interview, reference and criminal background checks, and drug screens are required. Job related tests may also be required.
TOOLS AND EQUIPMENT USED:
Various motorized vehicles including dump truck (w/trailer), pickup truck (w/trailer), and medium to heavy equipment including backhoes, trenchers, and front-end loaders. Various power tools, tampers/compactors, lawn maintenance equipment/tools, cut-off saws, chain saws, jackhammers, pneumatic valve machines, and tapping machines. Various common hand tools, shovels, wrenches, safety equipment such as air packs, and any other tool or equipment inherent to the job.
