The Requirements
EDUCATION/EXPERIENCE:
- High School Diploma or GED equivalent.
- Must possess a valid Florida Drivers License.
- Must be certified as required by the State of Florida, BCAIB as a Structural Plans Examiner and as a Structural Inspector. Architects and Engineers are exempt from BCAIB only. Must be certified by Board of Rules and Appeals and meet at least one of the following qualifications: (1) Per Chapter 104.8 of the Florida Building Code, Broward County Amendments, to be eligible for appointment as a Structural Plans Examiner such person shall be certified as required by the State of Florida, Building Code Administrators and Inspectors Board (BCAIB) as a Structural Plans Examiner and Structural Inspector.
- Such person shall be certified by Broward County Board of Rules and Appeals and shall meet one or more of the following qualifications:
PREFERRED: 1. An Architect or an Engineer in the discipline requested and having practiced within the HVHZ for at least three(3) years, and two (2) years as a Structural Inspector;
Or
2. Ten (10) years experience as a licensed General Contractor (Unlimited), five (5) years of which shall have been construction experience in the Structural discipline within the HVHZ, and two (2) years as a Structural Inspector within the HVHZ;
Or
3. Five (5) years experience in the State of Florida Structural Plans Examiner or Structural Inspector, three (3) years of construction experience in the Structural discipline, which shall have been within the HVHZ and certified by the BCAIB.
Note: An applicant for Certification as a Chief Structural Inspector or Structural Plans Examiner under the provisions of this section who is a graduate from an accredited school holding a Bachelor or Associate of Science Degree in Engineering, Architecture or Building Construction may be credited for three (3) years for Bachelor Degree or one (1) year for an Associate Degree of the required ten-year experience for the Structural discipline as listed above. In addition to the education credit, an applicant who is certified as required by the State of Florida, BCAIB as a (Structural) Plans Examiner may be credited for two (2) years of the ten (10) years in section 104.8.2 and one (1) year of the five (5) years as specified in section 104.8.3. Such credit shall not reduce the two (2) year experience requirement as a Structural Inspector to be certified as a Chief Structural Inspector or Structural Plans Examiner. An applicant for Certification as a Structural Plans Examiner under the provisions of this section, who has five (5) years experience as a licensed General Contractor (unlimited), two (2) years of which shall have been construction experience in the Structural discipline within the HVHZ and two (2) years experience as a Structural/Building Inspector. An applicant for Certification as Chief Structural Inspector or Structural Plans Examiner under the provisions of this section, who has passed the BORA HVHZ Competency exam may substitute experience within the State of Florida for the required HVHZ experience requirements as specified in Section 104.8.1, 104.8.2, 104.8.3 and 104.8.5.
Applicants shall possess a current Certificate of Competency as a General Contractor (Unlimited) issued by:
A. Florida Construction Industry Licensing Board.
B. Broward County Central Examining Board of Building Construction Trades (as Class A Unlimited General Contractor).
C. Dade County Construction Trades Qualifying Board, Block proctored, issued on or after January 1, 1968.
D. Florida Department of Business and Professional Regulation as an architect or engineer
Additional education and experience or an equivalent combination of training and experience may be substituted for the above requirements.
CERTIFICATES, LICENSES, REGISTRATIONS:
- State General Contractors License
- State and County Building Inspector License
- State and County Building Plans Examiner License
- Valid Drivers License: With proof of automobile insurance
- Background Check: Must have an acceptable background record
- Driving Abstract: Must have an acceptable driving record
KNOWLEDGE, SKILLS, ABILITIES:
- Knowledge of building construction work, including building inspection work.
- Knowledge of all types of building construction materials and methods, and of stages of construction when possible violations and defects may most easily be observed and corrected.
- Knowledge of city and building codes and related laws and ordinances.
- Ability to detect structural and other faults and to appraise for quality of construction and physical depreciation.
- Ability to read and interpret plans, specifications, and blue-prints quickly and accurately and to compare them with construction in process.
- Ability to consult with and enlist the cooperation of building owners, contractors, and the public and to establish effective working relationships with builders and their representatives.
- Ability to establish and maintain effective and professional relationships with work colleagues, supervisors, managers and the public.
