Position Overview:
The Senior Chief Engineer is responsible for the operation of the medical center's Engineering Department including Plant Operations and Clinical Engineering. The Senior Chief oversees the daily operation of the department and supervises the work of four Chief Engineers. Plans, directs, and controls the activities of the plant operations, engineering, and maintenance functions which are necessary for the reliable and safe operations of the physical structures , HVAC, mechanical and electrical systems, utilities and grounds. Is responsible for short and long term planning for plant and equipment sustainability, renovation and replacement. The position also is responsible for the establishment and operation of a safe and effective department which adheres to and promotes excellence in employee safety, financial/productivity performance and patient/customer satisfaction.
Job Description :
Position requires the supervision of all Chief Engineers who are also supervisors, including organizing and controlling the Engineering Department, establishing budget plans, forecasting staffing requirements and formulating policies and procedures.
Under general direction of the Administrative Director, Support Services plans, organizes, directs and coordinates activities for maintenance and operations of all building systems, utilities, equipment and medical equipment.
Operates and maintains the medical center's building utility systems.
Manages and continues to implement a comprehensive preventive maintenance program, including inspection and testing for medical center systems and equipment, and oversees its operations. Monitors its applications to assure maximum effectiveness and provides appropriate documentation of the same.
Oversees operations and maintenance of the central heating plants including the steam distribution and condensate return systems and associated mechanical room equipment.
Oversees operation and maintenance of the chilled water distribution system including all chiller plants and associated mechanical room equipment.
Oversees servicing, maintenance, testing and inspection of all fire/life safety systems, equipment and components.
Works with the Director of Facility Projects and others as appropriate to schedule and monitor installation of mechanical, electrical and plumbing equipment and systems by both outside contractors and medical center personnel to ensure compliance with medical center quality standards and proper operation.
Manages budget process for assigned cost centers.
Monitors departmental personnel matters to include interviewing and the hiring of new staff, training, evaluating work performance, promotion, counseling, discipline and termination. Directs the grievances of employees to the Personnel Director for final disposition.
Develops, evaluates and implements departmental policies and procedures; goals and objectives; and standards of work for the construction, renovation, repair and maintenance of medical center buildings and building systems.
Prepares, reports and presents to the Safety Committee quarterly: Utilities Management, Medical Equipment and Fire Safety Reports.
Serves on special advisory and ad hoc committees and organizations as requested by the administration. Participates in various department and hospital teams and committees as assigned.
Coordinates compliance with JCAHO, OHS, NFPA, OSHA, EPA and OSHPD policies and regulations.
Represents Administrative Director with various staff leaders and managers, outside vendors, and governmental agencies as required.
Oversees the selection and coordination of all maintenance service contractors and ensures all contractual provisions are met along with established codes.
Participates in all medical center customer service/patient satisfaction excellence programs.
Actively supports all medical center Safety programs; monitors department's safety performance including employee injury trends/rates. Actively engages in corrective action as necessary.
EDUCATION
_Equivalent experience will be accepted in lieu of the required degree or diploma._
HS Diploma: or equivalent education/experience
Associate's: AA degree from a vocational or technical school or equivalent.
PREFERRED EXPERIENCE AS TYPICALLY ACQUIRED IN:
Minimum 5 years' demonstrated experience as a Chief Engineer in a California hospital.
Demonstrated supervisory/leadership skills with proven ability to manage personnel.
SKILLS AND KNOWLEDGE
JCAHO, OHS, OSHA, NFPA, EPA and OSHPD requirements.
Fundamental understanding of electrical, plumbing, heating and cooling systems of acute care facilities including special medical facility systems, e.g. medical gases.
Maintains a valid, active Stationary Engineers License. Preferred: MECH certification.
Skill in reading and interpreting architectural and engineering plans and specifications and to compare them with construction progress.
