GENERAL PURPOSE:
Under general direction as to policies and priorities, manages several functions within the Office for Graduate Education and Postdoctoral Affairs. Functions as an integral member of the Graduate Education and Postdoctoral Affairs (GEPA) team, and is expected to foster, support and build teamwork among all GEPA staff. Evaluates and becomes familiar with protocols and objectives. Directs the activities of other staff. Responsible for all administration and management activities within a department. Manages the daily operations of a department within a school or college primarily in the areas of human resources, compliance, financial, purchasing, and support services management.
**RESPONSIBILITIES:**
**Fiscal Management**
+ Develops GEPA tuition, stipend, operating, salary, gift, and endowment budgets and manages all budget submissions via Axiom. Develops, manages, and controls budgets and a variety of financial data. Establishes financial and operational systems to monitor, control, and verify expenditures and carry out financial analyses.
+ Reviews and approves all statements of accounts, payroll, human resources, and invoice actions. Plans for physical space rehabilitation and renovation.
+ Monitors and controls all GEPA accounts, totaling greater than $25 million annually.
+ Authorizes graduate student and postdoctoral personnel actions for 600-700 trainees, in accordance with government and taxation regulations, federal/institutional source of support, GEPA policies and University policies. Provides guidance and interpretation regarding the appointment process for department representatives. Authorizes payroll, invoices, expense reports, requisitions, etc. in accordance with grant, GEPA and institutional policy and procedure. Prepares and analyzes various expenditures and budget variance reports bringing concerns to the GEPA Director as appropriate.
**GEPA Administration**
+ Manages the hiring, onboarding, personnel actions, and time entry approval for all GEPA staff
+ Manages all GEPA administrative functions, including but not limited to, facilities planning and management, UR Space, directory management, etc.
+ Supervises, develops, and trains two GEPA Secretaries in relation to all GEPA activities. Ensures sufficient department coverage at all times.
+ Manages the hiring, onboarding, personnel actions, and time entry approval for 10-20 student employees annually, both those for GEPA purposes and those hired in alignment with ADA-related accommodation requests.
+ Participates in SMD Emergency Preparedness activities
+ Coordinates the Committee on Graduate Studies (CGS), of which the Senior Associate Dean for Graduate Education is the Chair. Attends meetings, provides meeting management support through timely distribution of materials and creates minutes.
+ Actively participates in the work of the office including staff meetings and other functions, projects and new initiatives as assigned by the Dean and Director.
**Postdoctoral Affairs**
+ Provides institutional authorization for all department offers for postdoctoral positions including J-1 scholar authorizations and offer letters for postdoctoral appointments.
+ Provides guidance and interpretation for departments and postdocs regarding institutional policies/procedures related to SMD postdoctoral appointments.
+ Monitors department policy compliance in relation to SMD postdoctoral appointment policies, GEPA policies and University- wide policies.
+ Monitors and controls postdoctoral appointee Access database.
**SMD Finance and Administration**
+ Formulates policies and guidelines for unit/department activities. Supports the human resources activities for the department, including hiring, terminations, salary, and disciplinary actions.
+ Monitors and controls SMD-wide Americans with Disabilities Act (ADA) account, totaling about $150,000 annually. Develops annual ADA budget. Prepares various expenditures and budget variance reports bringing concerns to the GEPA Director as appropriate.
+ Manages daily activities of the SMD Unpaid Academic Internship and Shadowing program, including advising departments regarding policies and procedures and authorizing 250-300 applications annually.
**Other Duties as Assigned**
Perform other duties as assigned by the Dean and Director of Graduate Education and Postdoctoral Affairs and participate in office wide projects and programs.
**QUALIFICATIONS:**
+ Bachelor’s degree required
+ MBA, Master’s degree preferred
+ Minimum of 5 years of finance and administration work experience, preferably in higher education, or an equivalent combination of experience and education required.
+ Prior supervisory experience strongly preferred.
+ Exceptional interpersonal, presentation, and communication skills, including written communication required.
+ Proficiency in Microsoft Office (Outlook, Word, Access, Excel). Workday, SharePoint knowledge desirable required.
+ Must be a highly motivated, independent worker with strong organizational skills, who is willing to work as team player to improve office functions and the services provided.
+ Ability to manage multiple tasks and priorities required. Excellent customer service skills required.

**Pay Range**
Pay Range: $58,800 - $82,300 Annually
_The referenced pay range represents the minimum and maximum compensation for this job. Individual annual salaries/hourly rates will be set within the job’s compensation range, and will be determined by considering factors including, but not limited to, market data, education, experience, qualifications, expertise of the individual, and internal equity considerations._
