Site Safety and Health Officer - Heavy Civil and Utility Construction - Base Salary to 150k/year - Staten Island, NY
- Our client is a heavy civil company based in the Bronx that takes on utility, concrete, and sitework projects throughout the New York metropolitan area. Projects can encompass street construction, pier restoration, utility replacement, shore protection, substation work, etc. This particular project, their largest to date, involves shore restoration work with USACE on Staten Island.
- In this role, the Site Safety and Health Officer (SSHO) will oversee safety and health protocols on their Staten Island shore restoration project for 3-4 years, with other projects in NYC area lined up behind it. The Site Safety and Health Officer will be responsible for implementing safety programs, ensuring compliance with federal, state, and local safety regulations, and fostering a culture of safety among all site personnel. This is a full time, on site role for someone with experience in USACE or federal government projects, with a strong preference towards heavy civil experience.
Responsibilities:
- Conduct daily safety and health inspections and maintain a written log which includes area/operation inspected, date of inspection, identified hazards, recommended corrective actions, estimated and actual dates of corrections. Attach safety inspection logs to the Contractors' daily production report
- Conduct mishap investigations and complete required accident reports. Report mishaps and near misses
- Use and maintain OSHA's Form 300 to log work-related injuries and illnesses occurring on the project site for Prime Contractors and subcontractors and make available to the Contracting Officer upon request
- Post and maintain the Form 300A on the site Safety Bulletin Board
- Maintain applicable safety reference material on the job site
- Attend the pre-construction conference, pre-work meetings including preparatory meetings, and periodic in-progress meetings
- Review the APP and AHAs for compliance with EM 385-1-1, and approve, sign, implement and enforce them
- Establish a Safety and Occupational Health (SOH) Deficiency Tracking System that lists and monitors outstanding deficiencies until resolution
- Ensure subcontractor compliance with safety and health requirements
- Maintain a list of hazardous chemicals on site and their material Safety Data Sheets (SDS)
- Maintain a weekly list of high hazard activities involving energy, equipment, excavation, entry into confined space, and elevation, and be prepared to discuss details during QC Meetings
- Serves as the US Army Corps of Engineers’ sole point of contact for all matters relating to safety
- Continually enforces and implements the safety requirements of the contract including the Accident Prevention Plan
- Maintain an on-site presence during construction activities
Qualifications:
- 4+ years experience in construction safety, with a focus on heavy civil required
- Knowledge and experience working with US Army Corps of Engineers or other federal agencies required
- Bachelor’s degree in Civil Engineering or related field required
- CHST or CSP certification required
- First Aid/CPR required
- OSHA 30 or above required
- 62-hour SSTT Supervisor required
- EM 383-1-1 strongly preferred
- 40-hour HAZWOPER and 8-hour refresher certification
- Flagger Instructor Certification (NSC or ATSSA)
- NYC FD COF-F60 Fire Guard for Torch Operations certification
- Track Safety Training for NYCT
- DOT Hazardous Waste Material Certification
- NYC DOB 32-hour Supported Scaffold User certification

- Base salary in the 120k – 150k/year range
