About the Job
The Riverside County Sheriff's Department is seeking to fill Sheriff Court Services Assistant III vacancy to support the downtown Riverside location. The incumbent will be responsible to perform specialized civil legal clerical support to Sheriff's Court Services by preparing, processing and tracking legal documents for numerous civil legal actions; performs other related duties as required.
The Sheriff's Court Services Assistant III position performs the most complex assignments and acts as a lead worker over lower-level civil legal processing activities. The incumbent is responsible for reviewing the work of the civil legal clerical unit and for providing the more technically complex guidance without referral to higher supervision in the completion of assignments required by the unit.
Highly Competitive candidates will have court services clerical experience or advanced-level clerical experience working in legal or law enforcement agencies.

EXAMPLES OF ESSENTIAL DUTIES
• Process legal documents and records through the Sheriff's Court Services process based on established procedure or special instructions in case files from the courts, judges or attorneys; examine documents for conformance with established rules, standards and/or legal requirements.
• Provide the public, litigants, law enforcement officials and/or other employees procedural and case information which requires distinguishing among, and consideration of, sensitive, protected and public information and requires understanding or interpretation/ explanation of legal documents (e.g., subpoenas, evictions, earnings withholding orders), legal/court procedures or specific file notations regarding case/processing and status.
• Track documents for civil procedures such as evictions, bankruptcies, small claims, summons and complaints, civil and criminal subpoenas, restraining orders, and earnings withholding orders through the civil process for case file building by obtaining signatures, and attaching required addenda, ensuring validity and adherence to statutory time limits; answer questions and explain civil code procedures to litigants and their attorneys.
• Based on court judgments: process accounts receivable, stock certificates and real properties; prepare and/or process public notices of sale, bids for sales, notices of attachments, notices of levy, release of levy, notices of modification and termination, notices of bankruptcy, claims of exemptions, opposition to claims, and third party claims to comply with court, litigant or attorney instructions.
• Prepare correspondence and/or legal forms and documents in compliance with written procedural guidelines set forth by the department.
• Make notations to case files and draw the attention of the attorney or litigant to case or procedural detail.
• Maintain case status information and contact with interested parties; notify litigants and/or other involved parties of case disposition.
• Maintain reference materials, records systems, status logs and/or workload statistics; sort and store information based on alpha, numeric, content or other classification method; search for and retrieve information stored in manual and/or automated systems; purge files in accordance with established procedure.
• In the most complex situations: operate civil software packages to process a multitude of civil executions; maintain records for levies on judgment debtor's/defendant's bank accounts, wages, vehicles, accounts receivable, stock certificates and real properties.
• Verify the validity of and compare plaintiff and court documentation to civil code for consistency before execution; post fees; receive, record and monitor trust fund monies; disburse monies after prescribed periods; return writs to court after appropriate documentation showing completion of instruction.
• Prepare daily bank deposits, month end reports, month bank reconciliations, transfer of fees earned, and writ assessment fees.
• Maintain primary responsibility for preparing executions of judgment.
MINIMUM QUALIFICATIONS
Option I
Experience: One year as a Sheriff's Court Services Assistant II in Riverside County.
Option II
Experience:Two years of preparing, processing and tracking legal documents in a criminal justice or law enforcement agency.

Ability to: Examine documents for completeness, sufficiency and conformity; process documents according to established procedures; understand legal terminology and file notations; maintain currency with changes in civil legal procedures affecting work; read and apply laws, regulations and procedures; refer the public to services provided by other units, departments and/or agencies; organize and prioritize work assignments; perform civil legal clerical work independently; understand, interpret and apply laws, regulations, policies and procedures governing civil legal processing operations; research regulations, citations, case status, procedures and information from technical resource materials; prepare routine procedural documents outlining work methods; coordinate and perform activities in support of civil legal processes and services; evaluate unusual circumstances and resolve through the application of legal and standard operating procedures; perform routine legal research; communicate effectively both orally and in writing; discover and correct errors in arithmetical computation, grammar, spelling and punctuation; lead the work of others in case/document processing activity and civil legal support services.

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).
- Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.
- Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.
- Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013. Effective July 1, 2023 employee contributions are 7.25% and will increase to 7.75% effective July 1, 2024.

CalPERS is governed by the Public Employees' Retirement Law. The Retirement Law is complex and subject to change. DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.
VACATION ACCRUAL (Bi-Weekly Accrual):
0< 3 year = 80 Hours (10 Days)
4< 9 years = 120 Hours (15 Days)
10 or more years = 160 Hours (20 Days)
Maximum Vacation leave accumulation is 480 hours.
SICK LEAVE: Four (4) hours Sick Leave accrual per pay period with unlimited accrual.
HOLIDAYS: Normally 12 paid holidays per year
BEREAVEMENT LEAVE: Allowed 5 days (3 days are County paid; 2 additional days can be taken from accrued Sick Leave balance)
BASIC LIFE INSURANCE: Equal to one times annual base salary not to exceed $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.
DISABILITY: Short-term Disability benefit pays up to a maximum of $461.54 weekly, payable up to a maximum of 52 weeks.
POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the applicable Memorandum of Understanding.
