About the Job
The Proposal Manager must be an effective team leader capable of determining the requirements for each proposal effort. They will coordinate with business development, operational and divisional contributors, and possess flexibility to adjust to frequent changes in requirements.
The Proposal Manager manages, writes, coordinates, and prepares proposals in response to requests for proposals (RFPs), requests for information (RFIs), and requests for quotes (RFQs) from government and commercial prospects. This position will work within the Corporate Proposal Team, report to the Director of Proposals, and work closely with the executive management and senior staff in defining and creating winning proposals. The Proposal Manager must be proficient in creating proposal outlines and compliance matrices, establishes proposal completion schedules, writes sections of the proposal, leads review meetings, and collaborates with other staff to ensure timely delivery of the finished product.
Principal Duties and Responsibilities:
• Successfully manages the proposal process throughout the opportunity life cycle from capture management and proposal creation through proposal award and debrief.
• Works closely with the Proposal Director and business development managers to manage major proposal efforts, including identification of needed proposal team members, timeline and action planning, and management of proposal.
• Writes, edits, and coordinates technical proposal sections as they develop (including managing file traffic/turnaround time) and maintains close liaison with technical/SME staff.
• Focuses on overall planning, writing proposal/pre-proposal pieces, and coordinates the internal team and partner inputs for bid efforts.
• Conducts and contributes to strategy sessions to develop win strategies and themes, identifies and assesses competitors, and develops client hot buttons, including attending win/loss debriefings and developing lessons learned.
• Creates compliance matrices; develops detailed proposal plans, schedules, and outlines/templates to control proposal development.
• Guides proposal team through necessary corporate bid reviews, protocols, and decisions, including color team reviews (pink, red, gold).
• Helps ensure vital flow of communication and task management between Corporate Sales, Capture Manager, Divisions, Operations staff, and other parties involved in the proposal process.
• Performs detailed analysis of RFP/Q requirements including preparation of outlines, tailored checklists, instructions, and templates.
• Reviews and edits submissions from partners, ensuring their input meet specified requirements and expected level of quality.
• Performs substantive reviews of both text and graphics, ensures the assigned writing sections comply with RFP requirements, contain win strategies and win themes, and comply with standard format and style criteria.
• Tracks and reports status of all corporate proposal elements to the proposal team, Director of Proposals, the Director of Corporate Sales, and CMO.
Knowledge, Skills, and Experience Required:
• 7+ years of proposal preparation, development, writing, and analysis experience.
• Must have a deep understanding of Federal Government procurement policies as they relate to RFPs/RFQs.
• Must have a deep understanding of how to develop and deliver proposals for the government market.
• Bachelor’s degree, preferably in English, Communications or related field.
• Must have excellent written and oral communication skills and be able to direct and contribute to multiple projects under strict deadlines to ensure timely and high-quality proposal submissions.
• Must possess attention to detail.
• Training in the Shipley proposal method is desirable.
• Knowledge of the regulations that drive the Federal Government acquisition processes.
• A high-level of drive, discipline, creativity, and motivation.
• Able to thrive in a fast-paced, change-oriented team environment.
• Strong organizational, planning, analytical, negotiation, and decision-making skills.
• Capable of juggling multiple tasks and meeting tight deadlines.
• Excellent computer skills in MS Word, Excel, PowerPoint, and Outlook
