The Senior Project Manager will provide professional management and research support to aid Air Force Medical Service research interests by creating high-performance, integrated systems for individualized, operations-enhancing health readiness. Direct support will be provided to the Defense Health Program (DHP) Medical Human Performance (HP) program, Product Line Lead, and Lead Program Manager to include the R&D Support Programs personnel and laboratories that carry out the medical HP research mission.
Responsibilities
- Provide program management expertise to support day-to-day operations within the medical-funded Human Performance Research portfolio
- Apply acquisition and program management principles, and expertise to assist program and project accomplishment through the various AFRL project life cycle.
- Implement administrative and monitoring support tools as required to perform daily operations associated with establishment, execution, and assessment of medical R&D projects.
- Collect, analyze, and appraise acquisition data required to draw conclusions and work with the project/program managers to devise solutions to problems relating to improvement of acquisition effectiveness and compliance.
- Participate and provide expertise in the assistance of development of strategic and tactical acquisition planning by assisting in establishing/recommending scope, cost, schedule and performance parameters necessary to successfully execute projects within the R&D portfolio
- Identify and document programmatic risks using expert judgment and historical data; maintain R&D portfolio risk database, implement approved actions and workarounds required to mitigate and minimize the impact of project risk.
- Assist in the development of necessary contracting activities required to support project contract awards within the portfolio. This shall include assisting in preparing a statement of work and supporting documents for Request for Proposal release, supporting technical evaluations, and ensuring the necessary controls are in place to monitor the contract once awarded.
- Utilize DoD budget, financial data, and contractor-reported financial data to analyze, synthesize, and generate reports and other program documentation.
- Provide support at the executive levels within the Government and to contract/industry representatives. If requested, participate in portfolio reviews, conferences, and meetings to deliver presentations on program requirements, advocate program objectives, status, accomplishments, challenges encountered and anticipated. and collaborations within and outside of the 711th Human Performance Wing.
- Develop and write technical documentation and briefings for higher-level leadership. Examples may include program management reviews, project assessment snapshots, project reporting using DoD electronic reporting systems (Program Management Reporting Tool – PMRT).
- Work with a team of finance, contracting, business analyst, scientists, engineers, clinicians, research assistants, and other support contractors to collect and analyze project data relevant to support program execution, assessment, and reporting.
- Employ the skillset to manage research projects and provide project/program management direction across multiple contracted research efforts.
- Ensure discovered problems/issues are clearly defined and the necessary corrective actions are implemented in a timely manner and/or risk a mitigation measure is in-place to support research project(s) execution.

Qualifications
- Bachelor’s degree in business management, science, or technical field.
- Minimum five (5) years of demonstrated acquisition program management experience in Department of Defense (DoD) acquisitions environment OR
- Minimum ten (10) years of demonstrated program/project management experience in a technical environment with demonstrated skillset, to include but not limited to, development of project strategy, budget positions and execution, cost estimates, project schedule, roadmaps, performance measurement, and technical product(s) deliverable acceptance
- Master’s degree in the areas of business administration/management, public administration, business systems, project management, finance, systems engineering, computer engineering, information systems, computer science, and/or technical field Preferred.
- Professional certification in one of the following areas: DAWIA career field certification (APDP Level I or higher) in Program Management (PM), or Contracting (CON), or Engineering & Technical Management (ETM); or Project Management Professional (PMP) Certification Preferred.
- Current Secret Clearance Preferred
Knowledge, Skills and Abilities
- Familiar with standard concepts, practices, and procedures within the field of project and/or program management with demonstrated work experience.
- Experience in technical writing and presentation development, including the
- Ability to synthesize quantitative and qualitative program/project data to inform briefings and reports for higher level leadership in support of program management reviews, project assessment reporting using DoD and/or other systems electronic reporting tools.
- Experience with contract strategy development, management, and monitoring.
- Experience working in Comprehensive Cost and Requirements System (CCaR) Preferred.
- Experience working in a STEM (science, technology, engineering, and math) environment Preferred.
- Ability to perform tasks with a strong proficiency in Microsoft software programs to include: Word, Outlook, PowerPoint, and Excel spreadsheets to support the development of electronic products required for project reporting and management oversight delivered to Division and Wing officials and identified program/project stakeholders (Monthly Reviews, Quarterly and Ad Hoc Status Reports, and Program Management Reviews). As well as utilizing strong communication skills and reporting across multiple programs.
