About the Job
The County of Riverside Probation Department is currently seeking lateral candidates to fill various Senior Probation Correction Officer positions throughout Riverside County. To be considered, lateral candidates must be a current Senior Probation Corrections Officer/ Senior Juvenile Corrections Officer within the State of California. Lateral candidates must have completed Juvenile Corrections Officer Core Training and possess PC 832, CPR and First Aid certifications to be considered.
Under general supervision, performs the more difficult and responsible work in a juvenile detention and/or treatment facility operated by the Riverside County Probation Department; performs the duties of detention control officer; acts as lead counselor within living units; serves as duty officer on an assigned shift; performs other related duties as required.
The Senior Probation Corrections Officer classification performs one or more of the following functions: 1) serves as detention control officer performing intake and making decisions regarding the release or detention of detainee referred to juvenile hall; 2) serves as lead counselor within living units and oversees operation of all unit functions; or 3) serves as duty officer responsible for overseeing the operations and activities of the detention and/or treatment facility in the absence of a Supervising Probation Officer.

EXAMPLES OF ESSENTIAL DUTIES
• As detention control officer, receive detainees referred by the courts or brought in by peace officers; conduct background investigations to determine the probation and warrant status of the detainees; serve any active warrants on detainees; make the decision to detain or release the detainee; conduct intake duties when a detainee is admitted to juvenile hall; determine appropriate placement of status offenders requiring group home or crisis home placement; explain the policies and rules of the home supervision and electronic monitoring programs as necessary; assist detainee and parents in completing necessary paperwork.
• As lead counselor, oversee activities of assigned unit; supervise, evaluate and coordinate programs; develop treatment programs and activities; assist in the training of new staff; keep supervisor apprised of staff performance; explain policies and procedures to staff as necessary; take immediate action in cases of emergencies and notify superiors; conduct tours of the facility and assist the public as needed; write and submit reports; may serve on committees; may assist in the oral interview process for new staff.
• As duty officer, oversee the operations and activities of the entire detention and/or treatment facility, typically during graveyard or weekend shifts when no Supervising Probation Officer is on duty; initiate investigations of major incidents that occur involving detainee; make temporary reassignments of personnel as needed to cover units; confer with all institutional staff and act as resource person in solving operational and disciplinary problems of detainee.
MINIMUM QUALIFICATIONS
OPTION I
Education: Completion of 60 semester or 90 quarter units of college coursework from an accredited college or university.
Experience: Three years as a peace officer supervising juveniles in a detention/treatment facility, including at least one year in a position equivalent to that of Probation Corrections Officer II in Riverside County.
OPTION II
Education: Must be a high school graduate, have obtained a G.E.D. or passed a high school proficiency examination.
Experience: Five years as a peace officer supervising juveniles in a detention/treatment facility, including at least one year in a position equivalent to that of Probation Corrections Officer II in Riverside County.
ALL OPTIONS
Knowledge of: The laws and codes governing the custody and care of detainees; individual and group counseling techniques; methods of collaborative problem solving; emergency first aid; outside emergency resources; basic principles and techniques of supervision.
Ability to: Oversee detention and/or treatment facility activities; use good judgment in stress situations; establish and maintain group and individual rapport with detainees; establish and maintain cooperative working relationships with a variety of department staff, government, business, community officials, and community based organizations apply emergency first aid; speak and write effectively; obtain, study, and analyze facts; develop skill in investigation and casework; read, comprehend and apply pertinent laws, rules, regulations, and procedures.

Pre-Employment

SAFETY RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employee's Retirement System (CalPERS).
- Tier I (Classic Member - Formula 3% @ 50): Applicable to current and former County of Riverside local safety employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is nine (9%) percent.
- Tier II (Classic Member - Formula 2% @ 50): Applicable to local safety employees 1) Hired on or after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is nine (9%) percent.
- Tier III (PEPRA New Member - Formula 2.7% @ 57): Applicable to CalPERS local safety new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013. Effective July 1, 2023,the employee contributions will increase from 12.5% to 13.5%.
A new member is defined in PEPRA as any of the following:
CalPERS refers to all members that do not fit within the definition of a new member as "classic members".
Contribution rates are subject to change based on the annual County of Riverside actuarial valuation.

DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options (Nationwide or VALIC). Employees may contribute bi-weekly deduction up to the annual maximum on a pre-tax basis as governed under IRS regulations.
VACATION ACCRUAL (Bi-Weekly Accrual):
0< 3 years = 80 Hours (10 Days)
4< 9 years = 120 Hours (15 Days)
10 or more years = 160 Hours (20 Days)
Maximum Vacation leave accumulation is 640 hours.
SICK LEAVE: Four (4) hours Sick Leave accrual per pay period with unlimited accrual.
HOLIDAYS: Normally 12 paid holidays per year
BEREAVEMENT LEAVE: 5 days (3 Days County paid and may use 2 days from accrued Sick Leave)
DISABILITY: Short-term Disability benefit pays up to a maximum of $249.70 weekly, payable up to a maximum of 52 weeks.
POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the applicable RSA Memorandum of Understanding.
