Position Title: Senior Operations Manager

Location: Naval Base Ventura County (NBVC) Point Mugu, CA

Pay Rate: The annual salary range for this position is $126,000 - $174,000. Please note that the salary information is a general guideline only. RTL Networks considers factors such as (but not limited to) scope and responsibilities of the position, candidate's work experience, education/ training, key skills as well as market and business considerations when extending an offer.

Summary:

RTL Networks has an exciting opportunity for a Senior Operations Manager. This position will focus on high-visibility and mission critical aspects of a given program and perform many functional duties independently. The Naval Air Warfare Center, Weapons Division (NAWCWD) Point Mugu, CA Threat/Target Systems Department (TTSD) develops the resources required to provide threat-representative targets, simulations, and presentations for test and training ranges. Within the TTSD the Airborne Threat Simulation (ATSO) Division provides the resources to design, develop, specify, document, fabricate, procure, integrate, install, test, evaluate, calibrate, configure, operate, repair, and maintain systems to provide an electronic attack threat simulation environment, which is necessary for use in the test and evaluation of Navy and Joint Service acquisition programs and Fleet operations/training.

Primary Responsibilities:

Essential responsibilities of the Senior Operations Manager include, but are not limited to:

• Acts as the overall lead, manager and administrator for the contracted effort.
• Serves as the primary interface and point of contact with Government program authorities on technical and program/project issues.
• Oversees contractor execution of the contract requirements.
• Manages acquisition and employment of program/project resources.
• Plan, direct, or coordinate the operations of public or private sector organizations, overseeing multiple departments or locations.
• Formulating policies, managing daily operations, and planning the use of materials and human resources, but are too diverse and general in nature to be classified in any one functional area of management or administration, such as personnel, purchasing, or administrative services. Usually manage through subordinate supervisors.

Qualifications:

• Master’s degree in Computer Science, Aerospace, Electrical/Electronics, Chemical, Civil, Mechanical, Systems/General, Mathematics, Computer Science, Physics, or Information Technology with a minimum of 15 years' experience.
• Active DOD Secret security clearance.

Physical Demands:

• Must be able to lift up to 15 pounds.
• Must be able to stand and walk for prolonged amounts of time.
• Must be able to twist, bend and squat periodically.

SECURITY CLEARANCE REQUIREMENTS: Must currently hold a security clearance at the Secret level. US Citizenship is a requirement for clearance at this location.
