About the Job
Strategic Analysis, Inc. is seeking a Senior Contracts Administrator to provide all aspects of cradle-to grave contract administration for
all assigned contracts including but not limited to the following: Negotiate contractual agreements for Prime Contracts, Subcontracts, Teaming Agreements, Non-Disclosure Agreements, and other
contractual documents in accordance with laws, regulations, and company policies.
Negotiate, issue, and administer subcontracts and consulting agreements throughout the subcontract lifecycle, including processing
and approving subcontractor invoices, issuing Task Orders and any necessary modifications, maintaining and updating agreements for
assigned subcontractors and consultants, and tracking and reporting subcontract performance in accordance with laws, regulations,
and company policies and procedures.
Advise Management of contractual rights, obligations, and risks. Suggest risk mitigation strategies when appropriate.
Prepare contract briefs, conduct post-award conferences, and communicate work requirements such as deliverable end items,
limitations on cost, and special provisions pertaining to quality control, reliability, billing and inspection, and other relative contractual
data that may impact performance. Perform a variety of reporting functions as outlined in the contractual requirements.
Request, Document, and Review contract modifications and amendments to solicitations.
Monitor contract funding, performance end dates, and option periods to anticipate necessary changes in contract funding or the
scope of work. Coordinate security requirements for all assigned contracts.
Maintain and update contract and subcontractor/consultant files.
Assist in contract close-out by completing contractual close-out documentation, verifying completion of all commitments and
surveying and other performance-related activities with program offices and verifying final billed amount with Accounting.
Coordinate the preparation of proposal volumes and submit proposals in compliance with RFP requirements.
Provide proposal support, including reviewing RFPs, preparing compliance matrices, highlighting any OCI issues and special terms
and conditions, completing associated contractual documents, and providing risk assessment and risk mitigation strategies.
Additional proposal-related duties include coordinating and issuing data calls to subcontractors and consultants, executing and
tracking NDAs and Teaming Agreements.
Participate in special projects and other duties as assigned. Specialized Tools or Expertise:
Strong knowledge of Government Contract and Subcontract Administration and Contract Types including Time and Materials, Cost
Reimbursable and Fixed Price Contracts
Working Knowledge of the CFR, FAR, DFARS, and GSAR and ability to independently research Government acquisition regulation
issues during contract negotiations Experience with MAS administration and maintenance (GSA Schedules, OASIS, GWACs, Seaport-e, and other large IDIQ vehicles) Attention to detail and ability to multi-task Ability to work and coordinate efforts effectively across multiple departments and management Excellent teamwork and interpersonal skills, motivated self-starter Must be able to work independently and prioritize assigned tasks Proficient use of Microsoft applications, including Word, Excel, PowerPoint, and Outlook Excellent verbal and written communication skills are a must Prior experience working with Federal contracts; DoD, DOE, and NIH experience preferred. Working experience with Agiloft and/or Deltek Costpoint, preferred Experience: Minimum of 7 years with a Bachelor's and minimum of relevant experience with Federal contracts.
