DESC is recognized nationally and regionally as an innovator in developing solutions to homelessness. **Job Definition:** In coordination with the Director of Mobile Response Division (MRD), the Homeless Outreach Stabilization Transition (HOST) Sr. Program Manager oversees several components of the HOST Mental Health and HOST SUD programs, including overseeing the work of the HOST project manager that is responsible for (2) HOST Supervisors, and day to day work. HOST is made up of Street Medicine Behavioral Health Case Manager, Outreach & Engagement case managers, Intensive Case Managers, Peer Specialists, and SUD professionals, along with per diem case managers for coverage at Pioneer Square locations. The Sr. Manager is responsible for building relationships within the community to partake in creating an outreach system that is effectively serving individuals that suffer from untreated mental illness, complicated by substance use and medical issues. The primary responsibilities of the Sr. Manager of HOST are to effectively communicate, educate and train staff in behavioral health competencies for high quality and effective client care, and successful coordination and promotion of client recovery to the highest degree possible. **MAJOR DUTIES AND RESPONSIBILITIES** + Oversee the operations and administration of the HOST MH, & HOST SUD programs and its components. + Ensure timely upkeep of HOST operations manual that includes program overview and standards; staffing patterns and multidisciplinary staff types; outreach and engagement best practices, program reporting standards, documentation best practices and relevant forms and templates + Oversee formal HOST training curriculums that include program vision, introduction and overview; assertive outreach and engagement best practices, building community partnerships and networks; roles in a multidisciplinary team, documentation standards and navigating scenarios in the field. + Participate in public engagement and promotion of the HOST program city wide. + Work in-person at several different sites during a work week. + Collaborate effectively with other agencies in the community working with unhoused and most vulnerable, bringing DESC expertise to help influence and improve the outreach systems in the community. + Help build and maintain relationships with BIPOC and other agencies that specialize in diverse client populations, including LGBTQ, disability, religious, and other communities + Directly supervise the HOST Project Manager + Participate in team meetings with supervisors and staff. + Help develop and implement clinical onboarding and ongoing training for the project manager, supervisors and direct line staff. + Help negotiate any contracts in coordination with the clinical contract manager. + Help build and refine reports needed to help illustrate program outcomes. + Work in coordination with QIM department to ensure all auditing, quarterly reviews, and documentation guidelines are being met. + Establish and maintain relationship with program monitors on city, county, and state level. + Serve as part of a weekly on-call Project Manager rotation to provide real-time assistance either remotely or in person throughout MRD division programs **Street Medicine Team:** + Establish and maintain relationship with program partners including, Public Health and Evergreen Treatment Services. + Collaborate and adjust program operations to meet the unique needs of the community depending on patterns and trends in related to medical, behavioral health and substance use. + Participate in identifying key stakeholders and building relationships to reach a wide range of individuals across King County. **PROGRAM MANAGEMENT & SERVICE COORDINATION** + Assure implementation of program goals and contracting requirements in congruence with principles of recovery-based services and other quality indicators. + Develop and maintain strong protocols to assure successful transition of consumers to resources. Collaborate with DESC staff of other programs and departments to ensure tight continuity of care for consumers. + Assure regular and productive communication with other agency departments, particularly regarding service delivery and achieving program outcomes. + Coordinate and participate in psychiatric consultations, clinical supervision, program meetings, and in-service training of program staff; participate in clinical reviews and case conferences. + Develop and maintain effective ties with funding sources and representatives, attending relevant and required City, County and State meetings. Assist with development and review of budgets as directed and manage programs within budget. + Establish, cooperative and collaborative relationships with human service organizations within the community, with a special focus on building and maintaining relationships with BIPOC and sexual minority agencies providing services to consumers in the community. To collaborate as thought partners in order to build cultural awareness, and identify resources needed by mental health consumers that are culturally appropriate and relevant to their recovery. **HIRING AND STAFFING PROGRAMS** + Maintain strong knowledge of DESC personnel policies, procedures and collective bargaining agreement. Assure compliance with same. + Provide routine clinical and administrative supervision for supervisors and manager of HOST programs. + Conduct performance evaluations of supervisors/manager on scheduled basis and maintain supporting documentation in confidential files, along with HR. + Oversee that HOST programs are adequately staffed, developing a team that is representative of the individual served by the program. + Coordinate with Human Resources staff to advertise and conduct hiring in a consistent, effective and cost-efficient manner, with the goal of hiring and maintaining a diverse and competent staff that is reflective of the populations being served. + Participate in screening, interviewing and hiring processes as needed. + Help assist the project manager in the education of supervisors and program staff regarding agency policies and procedures, contract requirements, and monitor compliance, with the focus on equitable service delivery. + In coordination with Clinical Operations team, and other clinical programs managers and supervisors, maintain a system for training staff in all core competencies. + Plan and provide staff training as needed including development of onboarding process and ongoing annual training, establishing 'learning plans' in DESC learning center to ensure continued growth and expertise. + Track clinical and administrative performance matters through chart review and database reports to assure quality, timeliness, and accuracy of program work. **CONTRACT COMPLIANCE & QUALITY ASSURANCE** + Maintain familiarity and compliance with all relevant DESC, County and State licensing, contract, regulatory and procedural requirements associated with service/treatment delivery and assure compliance. Identify needs and assist in development and modification to procedures and protocols. + Build collaboration between QIM contracts manager, to ensure that program is being executed in an appropriate manner, assuring that all program outcomes are being met. When appropriate to loop in for assistance on CAP enforced for programs underperformance. As required by funders or State licensing departments, develop and implement corrective action plans. + Build collaboration with data analytics manager to assure that reports are capturing the work being accomplished by the HOST team, to improve upon data available to help illustrate the program outcome through data, and to help automate any data process to make tracking, reporting, and recording outcomes for funders more efficient. + Collaborate and coordinate with Quality & Information Services staff in conducting quarterly quality assurance reviews of clinical charts, to assist with quarterly and annual auditing of the program and archiving and storage of inactive files. Plan and coordinate program audits in concert with the HOST project manager, and lead site visits by funding and regulatory bodies. + Oversee compliance with documentation requirements of relevant WAC's, King County, PHP and other funding sources (as applicable), in conjunction with Quality & Information Services staff. + Oversee the completion of and review all program reports required by each program. + Ensure resolution has been to client complaints and grievances, and when needed collaborate with QIM department. Assess for risk and quality (Andrea position) and design related quality improvement, EOR and critical debriefing + Ability to gather and evaluate qualitative and quantitative data for continuous improvement planning. **LIVING CONDITIONS:** All DESC clinical leaders are responsible for ensuring that their teams support their clients to achieve and maintain healthy living conditions as applicable. Requirements **MINIMUM QUALIFICATIONS** + Eligible for a Licensed AAC credential or any other superseding credential that meets RCW 71.05.020 requirements to act as a Mental Health Professional whose scope of practice includes independently conducting mental health assessments and making mental health diagnoses + Master's degree in social work, psychology or other relevant behavioral science or Bachelor of Nursing degree with specialty in mental health. + Two or more years' experience in community based behavioral health services. + One or more years' supervisory experience. + One or more years' of project or program management experience. + Experience working with adults experiencing homelessness, mental illness and/or substance use disorders. + Ability to work flexible hours as required by program and staffing needs including occasional evenings or weekends, and traveling to different parts of Washington State for a duration of 2-5 days. + Proven ability to influence and gain buy-in at multiple levels, across divisions, functions and cultures. + Ability to work effectively with clients displaying a wide range of unpleasant and/or bizarre behavior. + Subscribe to the philosophy of cooperation and continuity across programs and of consideration and respect for clients, colleagues and the community at large. **PREFERRED QUALIFICATIONS** + Ability to drive an agency or personal vehicle to conduct agency related business, including a current Washington State driver's license and insurable driving record. + Licensed Social Worker (LICSW), Licensed Marriage and Family Therapist, or Licensed Mental Health Counselor (LMHC) in State of Washington or actively pursuing one of these credentials. + Qualified to provide Department of Health Approved Supervision to LICSW, LMFT and/or LMHC candidates. + Bilingual in Spanish/English. + Strong interpersonal, analytical, planning and organizational skills. + Demonstrated change management, crisis resolution, and data and fact-based problem-solving skills. + Ability to prioritize, manage, and deliver on multiple projects simultaneously. + Strong bias toward action, flexible, resourceful, and able to operate effectively within a dynamic, fast-paced environment. + Systems-oriented with demonstrated ability to think broadly & strategically while having excellent attention to detail. + Proficiency in Microsoft Word, PowerPoint, Excel, and SharePoint a plus. **PHYSICAL DEMANDS:** The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.
