The applicant chose for this position will be able to:
Perform a variety of complex and technical accounting duties, including analyzing, reconciling, and researching assigned accounts and functions. Assist in and leads both monthly and fiscal year-end reporting, along with yearly budget preparation. Train lower-level Finance Department team members.
· Prepares and posts monthly and year-end journal entries as assigned by the Director of Finance and Administrative Services.
· Updates capital assets monthly and ties out capital accounts with contra accounts, does adjusting journals to move non-capital expenses out of capital accounts.
· Coordinates and participates in the City's Capital Improvement Plan (CIP) Committee.
· Prepares reconciliation of bank accounts and investments as assigned.
· Balances general ledger accounts on a monthly, quarterly, or yearly basis as assigned.
· Assists in the development and implementation of new accounting techniques and systems and/or in modifying existing methods and procedures.
· Conducts internal audits or other methodical examinations to identify processes, policies, or procedures that might need improvement or modification to minimize financial risk to the City.
· Makes recommendations to improve financial functions to the Director of Finance and Administrative Services.
· Prepares various state reports/returns such as unclaimed property reports, sales tax reports, etc.
· Maintains all City grants, including preparing monthly and quarterly reports and requests for reimbursement from state and federal agencies.
· Researches laws, regulations, City policy, and standards issued by accounting boards and professional organizations including FASB, GASB, GFOA, and AICPA. Leads Finance staff with implementation of new laws and regulations. Determines if City is in compliance and suggest policy changes where required.
· Reconciles account balances and prepares schedules for independent auditors in their performance of the annual audit, answers questions; locates materials; explains procedures and policies as requested.
· Prepares Schedule of Expenditures of Federal Awards (SEFA) and provide auditors with necessary information to provide Single Audit.
· Assists in the preparation of the yearly or biennial budget.
· Assists in billing, reconciling, and collecting all miscellaneous accounts receivable for the City.
· Accounts for outstanding bonds as necessary including bond payments, construction draw downs, and arbitrage rebate calculations.
· Prepares reports as requested for reporting of or analysis of past or future City financial activities.
· Performs all functions related to capital assets including identifying, tagging, inventorying, recording in software, depreciating, and preparing necessary reports for the financial statements.
· Assists in properly accounting for all City revenues.
· Prepares monthly financial reports for various City departments and the City Council.
· Prepares other financial reports as needed.
· Makes adjusting entries as required.
· Prepares necessary project accounting as needed.
· Provides technical or accounting counsel or direction to other departments and other non-Accountant Finance staff who need assistance.
· Prepares reconciliation of assigned bank accounts and investments.
· Reviews accuracy of reconciliations performed by lower-level staff.
· Assists in training and provides backup for the Accounting Clerk, Accountant I, and Accountant II
· Assists the Director of Finance and Administrative Services in the evaluation of potential new hires.
· Assists department users with the City's financial ERP system
· Performs related duties as required.
MINIMUM QUALIFICATIONS
Education:
· Bachelor's Degree from a regionally accredited college or university with major course work in accounting, finance, or other closely related field.
Experience:
· Four (4) years of experience related to the above duties.
OR
· An equivalent combination of education or experience.
Additional Requirements:
· Must be at least 18 years old.
· Requires a valid Utah Driver's License.
· Must pass a pre-employment drug test, background check, and driving record check.
PREFERRED QUALIFICATIONS
· Master's degree in finance or accounting.
· Municipal government accounting experience.
KNOWLEDGE, SKILLS, AND ABILITIES
· Working knowledge of basic mathematical calculations, generally accepted accounting principles, knowledge and understanding of financial statements, journal entries, debits and credits, and fixed asset accounting.
· Ability to apply modern accounting principles and procedures in a government setting.
· Working knowledge of modern office methods, procedures, and equipment.
· Skill in the creation and use of complicated spreadsheets.
· Ability to keep complex financial records and prepare routine financial reports.
· Ability to communicate effectively both verbally and in writing in English.
· Ability to develop effective working relationships with supervisors, fellow employees, and the public. Must have great interpersonal communication skills, telephone etiquette, and public relations skills. Ability to communicate calmly and effectively with irate customers.
· Ability to maintain strict confidentiality related to sensitive administrative information.
