Overview:
Under minimal direction, is responsible for overseeing highly complex projects in the areas of Data Warehouse. As a technical leader, oversees and applies advanced data analytics techniques to highly technical organizational projects with large budget responsibilities, requiring critical oversight of consultants, contractors, third parties, vendors, and suppliers. Projects have high visibility with the Board, external agencies, and the public. Responsible for managing and providing direction to the Data Warehouse team.
This is an exempt position in Salary Grade 245: Min $140,619.00 – Mid $168,742.00 – Max $196,866.00 annually. The starting salary will be within this range based on qualifications.
This position will remain open until filled.

- Develops and implements a comprehensive strategy for the data warehouse team that aligns with the organization's goals. Manages and leads the planning, design, and operations of the data warehouse to ensure it supports reporting, analysis, and data science initiatives.
- Manages and mentors a team of data warehouse professionals, including data architects and data analysts. Ensures the team has the necessary resources and training to be successful.
- Oversees the design and maintenance of data warehouse architecture, data modeling, and ETL processes to ensure they meet business requirements and performance standards.
- Implements and maintains data governance and data quality standards across the data warehouse. Ensures data accuracy, consistency, and security.
- Leads and delivers complex data warehouse projects, including setting timelines, budgets, and resource allocation. Ensures projects are completed on time and within budget.
- Works closely with IS leaders, business stakeholders, and external partners to identify opportunities for data integration and to support data-driven decisions. Effectively communicates the strategic vision and operational status of the data warehouse.
- Continually assesses the data warehouse technology landscape for improvement opportunities. Implements innovations that enhance data accessibility, analysis, and reporting capabilities.
- Ensures the data warehouse complies with all legal and regulatory requirements related to data handling and privacy. Implements robust security measures to protect data integrity and confidentiality.
Communicates Powerfully & Prolifically: Shares insights on issues/problems, clarifies purpose and links that purpose to actions.
- Presents project status information and project items requiring approval to the Board of Directors, agency executives, and committees.
- Acts as liaison and representative with the agency's Board of Directors and executives as well as elected officials, executives, and decision makers from external consultants, and contractors.
- Communicates and gains consensus through development of good relationships and strong verbal and written communication, including report preparation and presentation skills.
Develops Others: Provides on-going feedback in a helpful manner to develop skills and talents of others.
- Directs, reviews, and approves the work of staff, professional contractors and consultants who are under contract to provide technical services during the planning, design, implementation, and delivery project phases.
- Motivates and leads teams to deliver projects that meet requirements on time and on budget.
Drives for Results: Operates with speed and intensity, translates long-term goals into immediate actions.
- Manages the overall development and maintenance of the Data Warehouse. Provides oversight to data governance procedures.
- Resolves critical issues, which may arise during active assigned Data Warehouse projects with internal customers, contractors, consultants, and stakeholders. Identifies and corrects conditions that may adversely affect the completion of Data Warehouse project phases on schedule and within budget.
- Uses advanced technical knowledge and judgment to identify solutions and resolve issues, as necessary.
- Uses technical knowledge and experience to identify and forecast risks and manages those risks to achieve delivery commitments.
Bachelor’s degree in computer science, information systems, or related field. At least 8 years of experience in data warehousing, four of which are in management. Strong understanding of data warehouse design principles, including data modeling, ETL processes, and SQL. Experience with cloud-based data warehousing solutions (e.g., AWS and Azure) is highly desirable. Demonstrated ability to lead and manage a team of technical professionals. Excellent problem-solving skills and the ability to think strategically. Strong communication and interpersonal skills, with the ability to engage effectively with both technical and non-technical stakeholders. Knowledge of data governance, data quality management, and data security practices. A master’s degree is preferred.
