Job Description
This professional position is responsible for the review of consumptive water use permit applications and other strategic initiatives of the Water Use Bureau. The successful candidate will have the demonstrated ability to apply advanced technical expertise and sound professional judgement to the water use permit application review process in accordance with Part II of Chapter 373, Florida Statutes and established rules and criteria, accepted hydrogeologic principles, water use practices, groundwater hydrology, analytical and numerical groundwater modeling, and applied mathematics and summary statistics.
Must be comfortable working in a deadline driven environment and possess strong verbal communication skills and sound professional judgment as demonstrated through effective and credible communication with attorneys, applicants, and other professionals. The ability to exercise strong written communication skills in the preparation of staff reports, with recommendations for final agency action, on moderately complex consumptive water use permit applications, is necessary. Additional responsibilities include but are not limited to: providing technical expertise for other assigned projects, participating in inter-agency workgroups and task forces, and evaluating other governmental institution's permits and documents.
Projects and tasks are performed independently with direction and guidance of a supervisor, after instructions are given regarding general expected results and objectives. The successful candidate is expected and responsible for maintaining close communication with his/her direct supervisor on various issues and matters as well as on the status of deliverables and assignments. Work products will be reviewed for technical accuracy and overall quality, as well as application of sound professional judgment and for adequacy in meeting objectives.
This position may be filled as a Scientist 3, Scientist 2 or Scientist 1.
Employment Guidelines:
Scientist 4: Bachelor's Degree in Geology, Hydrogeology or related field and 4+ years of related experience that demonstrates measurable career progression within the scientific discipline that can be applied to support the District's strategic goals and objectives.
Scientist 3: Bachelor’s Degree in Geology, Hydrogeology or related field and 2+ years of related experience that demonstrates measurable career progression within the scientific discipline that can be applied to support the District's strategic goals and objectives.
Scientist 2: Bachelor’s Degree in Geology, Hydrogeology or related field and 1+ years of related experience that demonstrates measurable career progression within the scientific discipline that can be applied to support the District's strategic goals and objectives.
Scientist 1: Bachelor’s Degree in Geology, Hydrogeology or related field that that can be applied to support the District's strategic goals and objectives.
Educational Requirements:
A Bachelor's degree from an ABET/EAC accredited program is required. Preference will be given to candidates with an advanced engineering degree. Acceptable disciplines for engineering education include Agricultural, Civil, Environmental, and other water-related engineering fields.
Licenses / Certifications:
Valid State of Florida Driver's License is required.
Incumbent continues to implement a career development plan and begins obtaining any professional licenses or certifications that may be required or preferred at the higher level positions [e.g. Florida Professional Geologist (PG) license and/or Geologist in Training (GIT)].
Physical Requirements / Working Environment:
Due to the District's response role and in the total scope of emergency management, this position may at times, be required to provide support before, during and after major storm events and emergency situations, such as hurricanes or other declared emergencies, depending on assigned emergency response role.
