Position Summary | Under the direction of the Associate Director of Research Administration, oversees the administration of all facets of major research grants and contracts assigned to the UNM Cancer Center, ensuring compliance with all funding agency guidelines, procedural standards, and reporting requirements. Provides advanced professional/technical leadership, consultation, and expertise within the Research Administration area of focus, as well as day-to-day administrative and functional management of the program's activities and staff. Sets strategic direction, develops and implements work scope and related operational policies and procedures; establishes funding, and provides operational planning, budgeting, and assessment. Programs/projects managed are of key operational impact, both within and external to the organization, and are typically grant-funded from a major funding source or series of funding sources. DUTIES AND RESPONSIBILITIES 1.Provides direction and integrative coordination in the planning, development, and implementation of major research grants and contracts assigned to the Cancer Center. 2.Creates and implements research tracking and reporting strategies and systems for major grant-funded projects; provides integrated informatics support across all research and clinical trials components of the Cancer Center. 3.Oversees all facets of the daily operations of the organizational unit, ensuring compliance with all relevant laws, regulations, policies, and operating agreements. 4.Establishes and implements short- and long-range goals, objectives, policies, and operating procedures; monitors and evaluates operational effectiveness and effects changes required for improvement. 5.Serves as a principal point of collaboration, leadership, and expertise to both internal and external constituencies on professional and operational matters pertaining to the mission, goals, objectives, and work scope of the program. 6.Designs, implements, and evaluates organization and staffing to effectively accomplish the goals and objectives of the program; recruits, employs, trains, and manages professional/technical and support staff on both a professional and administrative basis. 7.Provides technical leadership and direction to subordinate staff, program constituencies and community organizations and representatives within a broadly specified area of professional knowledge and expertise. 8.Oversees and coordinates the preparation of comprehensive research activity and operational reports for the Cancer Centers senior leadership; provides expert guidance regarding research operations and compliance. 9.Provides comprehensive advice, consultation, and facilitation to the Cancer Center-based researchers on all aspects of grant preparation and submission, and preparation and submission of RFIs and RFPs. 10.Develops and manages annual budgets for the organization and performs periodic cost and productivity analyses. 11.Negotiates, prepares, and administers government and sponsored research agreements and memoranda of understanding for the unit, as appropriate. 12.Oversees the supervision of personnel, which includes work allocation, training, promotion, enforcement of internal procedures and controls, and problem resolution; evaluates performance and makes recommendations for personnel actions; motivates employees to achieve peak productivity and performance. 13.Performs miscellaneous job-related duties as assigned. KNOWLEDGE, SKILLS AND ABILITIES REQUIRED Advanced knowledge and understanding of concepts, principles, methods, and techniques within a prescribed area of professional specialty. Advanced verbal and written communication skills and the ability to work with a wide range of constituencies in a diverse community. Skill in budget preparation and fiscal management; ability to analyze and interpret complex financial and operational data and prepare business reports, projections, and recommendations. Program planning, development, implementation, and leadership skills. Skill in examining and re-engineering operations and procedures, formulating policy, and developing and implementing new strategies and procedures. Ability to develop, plan, and implement short- and long-range goals. Ability to foster a cooperative work environment within a complex partnership/organizational structure. Strategic planning skills. Ability to provide technical guidance and leadership to professional staff and clientele in the field. Ability to develop and implement funding strategies and programs; experience in grant writing. Ability to supervise and train employees, to include organizing, prioritizing, and scheduling work assignments; employee development and performance management skills. The University of New Mexico Comprehensive Cancer Center is the Official Cancer Center of New Mexico and the only National Cancer Institute-designated Cancer Center in a 500-mile radius. Its more than 136 board-certified oncology specialty physicians include cancer surgeons in every specialty (abdominal, thoracic, bone and soft tissue, neurosurgery, genitourinary, gynecology, and head and neck cancers), adult and pediatric hematologists/medical oncologists, gynecologic oncologists, and radiation oncologists. They, along with more than 600 other cancer healthcare professionals (nurses, pharmacists, nutritionists, navigators, psychologists and social workers), provide treatment to 65% of New Mexicos cancer patients from all across the state and partner with community health systems statewide to provide cancer care closer to home. They treated almost 15,000 patients in more than 100,000 ambulatory clinic visits in addition to in-patient hospitalizations at UNM Hospital. A total of nearly 1,855 patients participated in cancer clinical trials testing new cancer treatments that include tests of novel cancer prevention strategies and cancer genome sequencing. The more than 123 cancer research scientists affiliated with the UNMCCC were awarded $38.2 million in federal and private grants and contracts for cancer research projects. Since 2015, they have published nearly 1000 manuscripts, and promoting economic development, they filed 136 new patents and launched 10 new biotechnology start-up companies. Finally, the physicians, scientists and staff have provided education and training experiences to more than 500 high school, undergraduate, graduate, and postdoctoral fellowship students in cancer research and cancer health care delivery. Minimum Qualifications | Bachelor's degree; at least 5 years of experience directly related to the duties and responsibilities specified. Completed degree(s) from an accredited institution that are above the minimum education requirement may be substituted for experience on a year for year basis. |
