Job Description: It is the responsibility of the Regional Director to oversee the overall functioning of the programs within the designated geographical area, as well as the development of new programs and services. Minimum Requirements:Education: Master's Degree in a behavioral health disciplineExperience: Five years of experience with mental health, substance abuse, and developmental disabilities, with three years of increasing administrative and supervisory responsibility. Licensure/Certifications: Professional licensure and/or certification preferred, but not requiredClearances: Pennsylvania Child Abuse Clearance, Criminal clearance, and fingerprint-based federal criminal history; Verification that employee is not on any Medicaid/Medicare Exclusion list Note: At the discretion of the Personnel Officer, additional related experience and/or education may be substituted instead of the requirements specified under Education and ExperienceWhat's in it for you? - Prepare and implement goals and objectives for each fiscal year to improve the quality, marketability, and effectiveness of service delivery
- Develop and implement policies/procedures and quality management systems
- Participate on the Quality Management Committee
- Provide strong leadership for all programs served
- Report to direct supervisor, and other administrative staff as required, in a timely and comprehensive manner
- Complete other responsibilities as assigned by the direct supervisor
- Oversee maintenance of staffing consistent with needs, EEO regulatory requirements, and Holcomb's policies
- Identify and develop services in response to the training needs of staff
- Conduct annual performance evaluations for Managers and Coordinators
- Conduct or oversee, as indicated, HR-approved personnel actions consistent with agency personnel policy
- Complete all personally required training as per Professional Development Plan
- Submit to Human Resources promptly copies of all required documentation regarding degrees, licenses, certifications, clearances, and formal training
- Develop and implement evaluations of service effectiveness
- Develop and implement outcome measurements/studies
- Implement program changes in response to continued quality improvement efforts
- Maintain all programs in full compliance with all licensing, regulatory, and contractual requirements
- Review regularly all applicable regulations and agency policies with Managers and Coordinators, including when changes occur that will impact program functioning
- Maintain professional relationships with clients, payers, and community support service representatives and agencies
- Participate in interagency meetings and represent the agency in an effective and professional manner
- Develop proposals to meet program needs and/or in response to RFP's
- Liaison and conduct public relations with referral services, county and other government agencies, and other appropriate community groups
- Participate in agency committees to develop and implement program/service enhancement
- Ensure the development of appropriate marketing materials
- Attend weekly Quality Management Committee Meetings
- Ensure that program revenue and operating costs are within budgeted parameters
- Prepare annual budget per agency and contract guidelines for all designated programs
- Control program expenses, minimizing unnecessary costs
- Review program budgets with Managers and Coordinators monthly and develop corrective action steps for programs not functioning within budgetary parameters
- Maintain financial efficiency through oversight of the provision of all authorized client services
- Interface with the Accounting Department, as needed, to resolve billing problems that require program intervention
- Provide the Accounting Department with accurate and up-to-date wage allocation information
- Supervise Managers, Coordinators and other direct service staff as necessary
- Maintain 24-hour availability to program staff and management for emergency consultation
- Ensure all program services are compliant with recovery and cultural competency principles
