Chaise Management Group, a forward-thinking management consulting firm providing market-ready, innovative, and sustainable solutions that meet the complex needs of Government and Commercial clients in the areas of administrative and program management, staffing and resource management, facilities and logistics management, and broadcast media and communications, and IT support services is seeking an experienced Proposal Manager (contract position). The ideal candidate will coordinate and develop proposal (RFI, RFP, RFQ, Sources Sought, etc.) responses in pursuit of winning opportunities for the company. This is a highly networked role that requires an ability to work under pressure and adhere to challenging deadlines.
Core Responsibilities
- Carefully reviewing and analyzing the government’s solicitation requirements (RFPs, RFQs, etc.) to ensure full understanding of the scope and requirements.
- Collaborating with senior leadership to develop a win strategy, including how to structure the proposal, position the company’s strengths, and meet the client's needs.
- Assisting in evaluating opportunities and making decisions on whether to pursue a bid, based on strategic fit, resource availability, and competition analysis.
- Leading a multidisciplinary proposal team, including subject matter experts (SMEs), pricing specialists, contracts, legal, finance, and other departments.
- Developing and maintaining a proposal timeline, ensuring milestones and deadlines are met.
- Assigning proposal responsibilities, such as writing, reviewing, and compliance checking, to ensure clarity in roles and responsibilities.
- Writing, editing, and managing the creation of proposal content, ensuring it meets government specifications, is compliant with requirements, and highlights the company's strengths.
- Ensuring proposals are well-organized, easy to read, and professionally formatted, adhering to any government submission guidelines.
- Ensuring that all proposals are fully compliant with federal, state, and local government regulations, laws, and specific requirements outlined in the RFP.
- Performing compliance checks to ensure all sections meet the government’s requirements.
- Leading proposal review sessions (such as color team reviews—pink, red, gold) to identify gaps, improve strategy, and refine the proposal.
- Ensuring the final proposal is free of errors, inconsistencies, and ambiguous language.
- Collaborating with the pricing team to develop competitive pricing strategies that align with the proposal strategy.
- Reviewing cost estimates, labor categories, and pricing models to ensure they align with the RFP requirements and internal profitability targets.
- Managing communication with government representatives during the proposal process for clarification, questions, and feedback.
- Keeping leadership and key stakeholders informed of progress, risks, and final outcomes of proposals.
- Ensuring timely and accurate submission of all proposals, either electronically or physically, in compliance with government protocols.
- After the bid submission, gathering feedback from the government on the proposal, whether won or lost, and conducting internal post-mortems to improve future proposals.
- Developing and maintaining a repository of templates, boilerplate content, and past performance information for use in future proposals.
- Refining proposal processes and strategies based on feedback and lessons learned from previous proposals.
Minimum Requirements (5+ Years of experience)
- Bachelor’s degree in a business or related field
- Experience with database and collaborative government and commercial portals
- Experience in a leadership or management role
- Strong time management / prioritization skills.
- Strong written English language skills.
