Seeking an experienced Sr. Capture Analyst to support our business development team as we pursue opportunities in the government Health and Human Services market. This role is critical to supporting our business development and operation teams in analyzing data, researching competitors, developing staffing and work models, and digging into the data that will give Maximus a competitive edge. We need individuals who are curious about "why" and "how much" and understand how to apply that curiosity to government procurements. This position will work with various levels of the organization to gather information and provide important facts to diverse teams working on an opportunity. The ideal candidate will demonstrate a proven ability to roll-up their sleeves and jump in to work with Operations, IT, Pricing, and sales teams to develop winning solutions and proposals. These individuals must be curious, self-motivating, and passionate about helping governments better serve their citizens. Essential Duties and Responsibilities:
- Support planning and capture activities for opportunities that are 3-18 months prior to RFP release.
- Research customer budgets, program requirements, and relevant legislation.
- Perform detailed competitor assessments.
- Identify and evaluate scope and technology requirements .
- Support proposal response activities as directed by the Capture Manager and Proposal Manager, researching and answering questions from the writing team, solution teams, and pricing lead
- Assist in development of operations and staffing models by analyzing and reviewing client provided volume and staffing information, published reports for the program, publicly available incumbent performance data and reports.
- Work with subject matter experts to document business processes and customer journeys.
- Assist the Capture Manager in identifying and documenting RFP requirements, solution gaps, and new and/or existing solutions.
- Participate in solution meetings and complete use cases, volume estimates, and requirements documents for IT, security, pricing, and other operational teams.
- Assist the Capture Manager, Operations and Sales Leads in conveying key information to the writing and solution teams in order for them to develop a winning proposal.
- Assist in management and mentoring of new capture analysts.
- Perform other duties as assigned by management.
Bachelor's degree with 3+ years of relevant experience
May have additional training or education in area of specialization.
Experience analyzing operational data and reports, government contracts or policy documents and/or market information
Experience synthesizing large sets of data into useable information
Comfortable presenting information in ways that can be easily digestible and useable by a variety of team members
Experience working in a matrixed environment, working in tandem with business development, legal, operations, IT systems and infrastructure, human capital, implementation teams, finance, and other business units to develop comprehensive, winning solutions
Experience working with remote teams is preferred
Must have strong interpersonal skills with the ability to manage deadlines, take initiative, and research and understand business practices and processes
Strong communication skills.

Pay Transparency
Maximus compensation is based on various factors including but not limited to job location, a candidate's education, training, experience, expected quality and quantity of work, required travel (if any), external market and internal value analysis including seniority and merit systems, as well as internal pay alignment. Annual salary is just one component of Maximus's total compensation package. Other rewards may include short- and long-term incentives as well as program-specific awards.
