Summary
Apply your IT project management skills to oversee the scope, cost, and schedule of a project, working on large projects or a significant segment of large and complex projects. Assist with information technology (IT) program support services that will enable sound IT and portfolio management practices and high-quality delivery of program contract support. Analyze new and complex project-related problems and create innovative solutions that normal investment analysis and long and short-range plans for application. Exercise your expert judgment in an environment that gives you autonomy and flexibility, in a company that respects, uses, and develops your expertise. Work in a small team of technical and project support consultants on a long-term federal contract.
Workplace Washington, DC. Remote work with government approval on a case-by-case basis. Top salary for highly qualified candidates. Please note this is a contingent role, dependent upon the award of a contract. Letter of Commitment required.
Responsibilities
- Provide advice/assistance in planning, designing, developing, implementing, and managing effective governance strategies and integrated IT project plans at the enterprise level
- Support customers in implementing and maintaining governance strategies, plans, activities, policies, procedures, and tools
- Support implementation of FITARA requirements for review and approval for all IT acquisitions, portfolio, and investment decisions
- Align Operating Administrators' (OA) PMO capabilities with best practices, standards, and tools such as the Enterprise Project Management Review (EPMR) framework
- Evaluate, recommend, and support implementation of governance and program/project management tools and capabilities, including training, outreach, education, and other support
- Assist in analysis, planning, designing, developing, selecting, implementing, integrating, and maintaining other project or program management tools such as resource, asset, cost, risk, and other management tools
- Support federal IT Project Managers directly on specific IT implementation projects, including PMO activities monitoring performance, tracking/reporting trends, analyzing issues, and advising on corrective action plans regarding overall schedule, scope, and cost
- Perform IT initiatives performance assessments, conducting lessons learned sessions
- Perform financial and technical feasibility analysis to support planning and performance management during the implementation of recommendations and business transformation tools and approaches for financial modeling of IT infrastructure and investments
- Provide advice and assistance based on Government and industry best practices in the areas of governance and program and project management
- Provide program management, project coordination and integration, and governance support to IT initiatives throughout the IT solution and system development lifecycle
- Develop and refine project management support materials including standard program/project materials such as project plans, work breakdown structures, project requirements (needs) analysis documentation, and resource plans
- Provide action item tracking and management to include assisting federal managers for each assigned program/project with monitoring and documenting: program/project plan milestone/gateway completion, resource utilization tracking; risk and issue management/mitigation, and other applicable, standard project management monitoring tools
- Support process development for the organization, including reviewing current processes to identify strengths and weaknesses and recommending best practices
- Coordinate with internal functional areas to ensure all processes and procedures are integrated appropriately throughout the organization
- Create organizational development-related process documentation and training materials
Qualifications - Required
- Bachelor's degree in an IT-related discipline
- 10+ years of experience
- 5+ years in IT program/project management
- Excellent written and verbal communication skills and strategic thinking ability
Qualifications - Highly Desired
- Master's degree
- Project Management Professional (PMP) certification
- Experience as a federal employee or a contractor
- Experience with Agile methods on large federal IT projects
- Servant-leadership mentality
- Department of Transportation experience
Compensation
- $135,000 to $160,000/yr, based on capability and experience
