ITA is seeking an Office of Finance Portfolio Manager to join the team in Washington, DC.

Please note this position is contingent upon successful contract award, expected Summer 2024.

Responsibilities

We are seeking a highly skilled and experienced Finance Portfolio Manager to oversee financial operations and manage portfolios within Customs and Border Protection (CBP). The Finance Portfolio Manager will be responsible for financial planning, budgeting, analysis, and reporting to support CBP's mission and objectives. The ideal candidate will have a strong background in finance, excellent analytical skills, and a deep understanding of government financial management practices.

Develop and manage financial plans, budgets, and forecasts for CBP programs, projects, and initiatives.
Coordinate with program managers and stakeholders to align financial resources with organizational priorities and objectives.
Conduct financial analysis and performance evaluations to assess the effectiveness and efficiency of CBP programs and portfolios.
Prepare and present financial reports, dashboards, and presentations to senior leadership and stakeholders to communicate financial status, trends, and projections.
Estimate project costs, resource requirements, and funding needs based on project scope, objectives, and deliverables.
Conduct cost-benefit analysis and financial modeling to support decision-making and resource allocation processes.
Implement financial controls and internal audit processes to mitigate risks and safeguard financial assets.

Qualifications

Education:

Bachelors or higher degree in finance, accounting, business, or related discipline is required.

A Project Management Professional (PMP) or other professional certification is preferred.

Experience:

Eight (8) or more years of project management, business process re-engineering, financial management and/or related experience.

Five (5) years of experience in a supervisory or team lead position for high complexity multi-task projects.

Minimum of five (5) leading and providing technical direction identifying improvements needed to ad hoc and standard financial management or operational processes.

Ability to communicate effectively, both orally and in writing.

Ability to read and interpret management policy, regulations, and directives.

Ability to work effectively with a group or independently.

Ability to facilitate executive level strategy initiatives and meetings.

Ability to manage effectively complex projects that facilitate executive-level decision-making.

Proficiency using the current version of MS Suite used by CBP.

Shall possess extensive knowledge in Budget, Financial Management, Business Process and Transformation, and Modeling

Minimum of five (5) years of CBP experience preferred.
