About the Job
Required Deliverables/Tasks
a. Establishing and implementing project management processes and methodologies to ensure projects are delivered on time, within budget, adhere to high quality standards, and meet customer expectations;
b. Performing systems analysis and design needed for the planning, development, and implementation of business solutions;
c. Developing design and functional specifications which will provide the best solution for new application development and ongoing maintenance of existing applications;
d. Recruiting project staff and consultants in a manner consistent with the demands and complexity of the project(s);
e. Setting standards and best practices for Applications Development team;
f. Coordinating communication with all areas of the enterprise that impacts the scope, budget, risk and resources of the work effort being managed;
g. Assisting Program Manager(s) in partnering with senior management of the business community to identify and prioritize opportunities to achieve the goals; and
h. Assembling project plans and teamwork assignments, as well as management over the details within the project, to include:
a) Developing and maintaining a detailed project plan;
b) Managing project deliverables in line with the project plan;
c) Recording and managing project issues and escalating where necessary;
d) Resolving cross-functional issues at project level;
e) Managing project scope and change control and escalating issues where necessary;
f) Monitoring project progress and performance;
g) Providing status reports to the project sponsor;
h) Managing project training within the defined budget;
i) Liaising with, and providing updates on progress to, project board/senior management;
j) Managing project evaluation and dissemination activities;
k) Managing consultancy input within the defined budget;
l) Seeking final approval of the design specification;
m) Working closely with users to ensure the project meets business needs;
n) Defining and management of the User Acceptance Testing programs;
o) Identifying user training needs and devising and managing user training programs; and
p) Providing regular status reports to the management.
Knowledge, skills, and abilities:
1) Bachelor’s Degree in Computer Science, Information Systems, Business Administration, or other related field or equivalent work experience;
2) Project Management Professional (PMP) certification;
3) A minimum of seven (7) years of IT work experience, including a minimum of four (4) years of project management experience, or working with a Project Management Office;
4) A minimum of five (5) years of experience managing projects in accordance with the PMI’s standards as presented in A Guide to the Project Management Body of Knowledge (PMBOK Guide);
5) A minimum of three (3) years of IT strategy and planning experience;
6) A minimum of three (3) years of experience managing application development projects;
7) Ability to communicate effectively (verbally and in writing) with technical and user staff;
8) Experience using the Scrum framework to manage at least one (1) project;
9) Experience facilitating requirements gathering and Joint Application Design (JAD) sessions;
10) Experience managing documentation in Microsoft (MS) SharePoint;
11) Experience with the Information Systems Development Methodologies (ISDM); and
12) Experience with state government projects.
