Description
IBSS is looking for a Project /Program Manager to provide program and support to assist the Office of the Chief Administrative Officer (OCAO) within the National Oceanic and Atmospheric Administration (NOAA). This includes but is not limited to, portfolio, program, and project management support and administrative, logistics, analysis, communication, and policy review support to facilitate planning.
OCAO is a major staff office within NOAA with management functions in four major programmatic areas: (1) administrative programs, (2) facilities programs, (3) safety and security programs, and (4) assets. OCAO is chiefly responsible for NOAA-wide technical and programmatic guidance and staff support to NOAA in the areas of real property management, logistics management, construction project management, facilities operations, safety, and environmental compliance, directives, and administrative programs.
Key Responsibilities:
Enhance program and project management capabilities by developing and executing processes to ensure effective planning through execution of programs and projects, to include detailed plans, accomplishments, and schedules.
Assist with drafting, updating, and maintaining multi-year strategic plans. When requested, the Contractor shall review current organizational strategies and develop performance measures. The Contractor shall support development of roadmaps that enable achievement of strategic objectives over the planning cycle. Work with project managers and OCAO management to maintain project schedules and risk registers, update, and re-baseline as needed. Plan and execute program and project management meetings including but not limited to: annual operating plan meetings, quarterly program reviews, process improvement meetings, and weekly project management coordination meetings. Track actions from these meetings and coordinate with program and project managers to facilitate completion of those actions. Work with project managers to develop artifacts for OCAO and NOAA planning and review meetings. Provide data analytics support to enhance project management and operational efficiencies. Provide design services and writing expertise in the development of OCAO products, materials, and other documentation.

Required Skills /Education/ Certifications & Qualifications:
- 10+ Years of Project/Program Management experience
- Bachelor in a related field, Master's preferred
- Strong experience with strategic planning
- Preferred experience working with the federal government
- Highly organized and detail-oriented
- Experience coordinating multiple teams and departments
- Demonstrated ability to work independently or under only general direction
- Experience researching and analyzing various information for presentations and meetings
- Superb oral and written communication skills, including presentation skills. (Google Suite, MS PowerPoint, MS Word, MS Excel)
- Proven experience in a consulting and client-facing environment.
- Experience in making appropriate research recommendations for business improvements.
- Expertise in managing, leading, and inspiring high-performing teams.
- Excellent written and communication skills.
- PMP preferred but not required
- Must be able to remain in a stationary position for an extended period of time.
- Responsible for adhering to all established safety standards.
