**This position will be filled as a Project Manager or up to a Project Manager Sr. Lead based on the qualifications and experience of the selected candidate.**
JOB SUMMARY/PURPOSE
Accountable for managing capital projects with cost and schedule accuracy in alignment with the stage gate process. Manages a portfolio of typically be $15M to $50M. Identifies, manages, and mitigates project risks. Manages the development and delivery of capital projects to which he or she is assigned and focuses on the achievement of project cost and schedule objectives while achieving excellence in the areas of project safety and quality. Provides direct management and support to Project Team members throughout the project lifecycle. Strong team leader to drive project repeatability in the execution of all work within the portfolio. Maintains the single point of accountability to project success.
JOB DUTIES/RESPONSIBILITIES
- Promotes safe behavior and adherence to the safety rules on the project. Lead project team to establish leading indicators and proactive requirements to ensure safety is considered in all aspects of design and implementation for contractors, Entergy project team members, and the end user. Ensures contract scope of work includes safety deliverables/requirements as needed.
- Defines the project organization structure required for the project and identifies the technical skills required to achieve project goals. Works with the appropriate Entergy management for assignment of appropriately skilled individuals to the Project Team. Prepares contract and approves requisitions, change orders, etc. and process invoices.
- Lead the project team to develop and execute projects in accordance with the applicable corporate standards, guidelines, policies and processes. Ensures that team members fulfill their responsibilities as required of their roles. Navigates the project through associated deliverables (estimates, schedules, gates, deliverables, etc.). Oversees the project team in the development of project deliverables. Coordinates the activities of project stakeholders and working groups engaged in project work.
- Develops and maintains the Project Execution Plan and execute the project in adherence with this plan. Establishes and maintains project documentation. Coordinates the efforts of all project participants, including consultants and contractors. Ensures previous projects' Lessons Learned and applicable industry experience is incorporated into the project execution plan. Manages the project in line with the project budget. Ensures project controls are implemented for effectively managing project scope, schedule, quality, cost, cash flow, risk, contracts and communications in accordance with the applicable corporate standards.
- Provides clear, timely and accurate project status reports for management. Prepares reports and presentations to management.
- Prepares and issues status reports as needed. Identifies, makes timely decisions and takes prompt action on project issues that could impact project performance. Promptly communicates issues to the next level of leadership that are outside the authority or capability to resolve.
- Coordinates with all functional departments as required to achieve the requirements of the applicable corporate standards and to achieve project budget and timeline.
- Monitor contractor performance in the area of project safety, schedule, cost, quality of work and compliance with contractual requirements.
- Delivers projects with cost and schedule accuracy; manages and controls costs; manages risk by identifying and mitigating risks.
- Provide leadership, oversight, and coordination to various internal and external organizations providing services for distribution and transmission projects.
- Development and structuring project-related contracts; maintaining close contact with the customer; and production of customer deliverables.
- Build and maintain strong relationships with internal and external stakeholders including but limited to, distribution and transmission engineering, Right of Way, and construction suppliers.
- Conduct design and constructability reviews; perform baseline scheduling, cost estimating and purchasing functions
- Participate in developing a detailed construction plan, which includes a list of outages, exact work dates, and construction resource requirements.
- Coordinate and participate in field scoping visits
- Work with supply chain for the procurement of major materials, participate on buyers team and vendor selection
- Responsible for interfacing with all local, state, and federal regulatory agencies regarding specific project needs where appropriate
- Assist construction in developing construction contract bid packages
- Review bid package/RFP developed by Construction Engineer
- Attend pre-bid meeting with contractors
- Review vendor bid proposals and participate in vendor selection
- Ensures contract scope of work includes safety deliverables as needed
- Make recommendation to Manager and Supply Chain to issue contract
- Fulfills role as the 'Contract Manager' or the 'Owner's Representative' as defined in the project contract. Administrates the contract and issues formal correspondence to Contractors in accordance with corporate standards and guidelines.
- Work is performed in both an office setting and in field conditions.
MINIMUM REQUIREMENTS:
Minimum education:
- Bachelor's degree: Engineering, Construction Management, Project Management, or related field OR 4 years of equivalent/related work experience (in addition to Minimum Experience requirement) in lieu of degree.
Minimum experience:
- Project Manager- CP: 2 years of experience in Project Management, Construction Management, Electric Utility Industry, or related field
- Project Manager, Sr - CP: 4 years of experience in Project Management, Construction Management, Electric Utility Industry, or related field
- Project Manager, Sr Lead - CP: 6 years of experience in Project Management, Construction Management, Electric Utility Industry, or related field
Minimum knowledge, skills and abilities:
- Demonstrates intermediate communication and systematic problem-solving skills with ability to articulate thoughts clearly in both written and verbal mediums to internal and external audiences.
- Ability to influence the development of System / Business Unit level processes and procedures.
- Advanced proficiency in project management practices (estimating, cost control, project planning, schedule creation / maintenance, risk identification / mitigation) within the Stage Gate Lite and Stage Gate processes to effectively perform all assignments with a strong awareness of System / Business Unit objectives.
- Advanced knowledge of the content criteria within the Project Execution Plan and Project Delivery System
- Advanced knowledge within the Transmission and Distribution Electric Utility industry, with a thorough understanding of the applicable regulatory structure.
- Advanced understanding of Project Management’s role within the living matrix and how the other departments / teams feed into Project Management
- Possess intermediate knowledge and ability to analyze how various project outcomes influence regulatory spend / closings / standards.
- Fully proficient project team leader demonstrating significant influential capability in recommending the most appropriate execution strategies to meet project and customer needs the necessary project outcomes.
- Ability to identify parallel paths within personal and team portfolios to achieve the necessary project outcomes.
- Ability to work effectively both independently and in a matrix environment.
- Advanced knowledge in project and construction management fundamentals.
- Experience in new ROW acquisition procedures for new line construction.
- Strong leadership, negotiation, analytical, interpersonal & group communication skills
- Strong Planning\Organization\Time Management skills
- Knowledge of Distribution Line, Transmission Line, or Substation Design Standards and Construction & Maintenance practices
- Experienced in project management and engineering tools such Maximo, PowerPlan, Primavera, GDT, and AM/FM.
- Detailed oriented and possess excellent organizational skills
- Knowledge of Microsoft Office Suite and project management applications, processes, software and equipment.
- Understanding of Industry Best Practices.
- Must be an excellent verbal and written communicator.
- In depth understanding of utility regulation and RFPs.
Any certificates, licenses, etc.:
- Preferred: PMI-PMP (Project Management Professional) or other relevant certification e.g.: AACE, CMII, or PE
