Pay Range: $160000 - $210000 / year
Position Summary
On large CMGC or CMAR projects (over $100M) - Manages and coordinates all aspects of construction projects, including preconstruction phase – task order and team management, design reviews, estimation of design iterations, risk identification, constructability reviews, value engineering, early works packaging and negotiation of GMPs as well as construction phase - executing plans, organizing, budgeting, and cost reporting. Ensures that the goals and objectives of each project are accomplished on schedule and within budget, and that quality and safety standards are met. Supervises department staff in successfully accomplishing goals and objectives.
Primary/Essential Responsibilities and Duties
• Full Profit and Loss responsibility for the assigned project.
• Oversee the activities of all the direct report entities which includes Safety Manager/Engineer, Quality Manager/Engineer, Construction Manager/Superintendent, Contract Manager, Accounts Controller.
• Ensure the effective management and coordination of Engineering; Scheduling; Procurement; Material Control, Construction and System Testing/Start Up.
• Establish and maintain a competent resource in each area/department listed above to meet the requirements of the project.
• Assist with the preparation, review and modification and ultimately take responsibility for the cost-to-complete estimates established for each phase of the work.
• Ensure that the work undertaken is consistent with the related Quality Plan and other relevant procedures and is conducted in a professional and efficient manner.
• Ensure that all work practices comply with legal and statutory obligations with particular regard to health, safety and the affirmative action plan.
• Coordinate with project team to establish work plans for each phase of the project.
• Verify estimates based on detailed review of proposal specifications.
• Attend and/or lead meetings with project staff and management to communicate information related to each function’s needs concerning project requirements.
• Supervise project activities to ensure that the project is executed in accordance with designs, budgets and schedules; take appropriate action to minimize the impact of deviations.
• Assist with resolution of any problems that may arise during project execution.
• Monitor the efficient use of materials and equipment and the contractual performance of the project; confer with project staff to ensure that assigned duties and responsibility are performed per agreed upon expectations.
• Ensure that an effective business relationship is promoted with the Owner and all tiers of Subcontractors and Suppliers.
• Maintain frequent dialogue with the Owners representative on all key issues which affect the project including those which relate to the profitability of the project.
• Be the primary interface with the Owner and the only party with signature authority for all project documentation.
• Represent the project at all related public functions.
• Maintain effective discipline and good staff morale.
Required Skills and Qualifications
• A minimum of 10 years of project management experience including a thorough knowledge of construction industry practices, methods, processes, and standards and their impact on project activities in a rail transit environment.
• A minimum of 7 years of experience managing CMGC or CMAR projects cradle to grave from preconstruction through construction.
• Bachelor’s degree in electrical engineering, civil or mechanical engineering, Construction Management, or Project Management; an advanced degree is a plus (In lieu of a degree, extensive experience in the military, railroad/construction, or related field will be considered)
• Demonstrates a working knowledge of basic project accounting, project controls (cost, schedule, change management, etc.), material management, contract management, subcontract management, safety, and quality.
• Exhibits strong management skills and can lead and motivate employees.
• Track record of successfully executing projects on schedule and within budget.
• Effective verbal and written communication skills.
• Strong client relations, influencing skills and organizational skills.
• Proficiency with Microsoft Office suite, cost and schedule controls.
Physical Requirements and Working Conditions
• Works indoors and outdoors at construction sites.
• Frequently stands, walks, climbs, balances, stoops, and crouches while negotiating work areas under construction.
• Sits, reads, writes, and uses a keyboard.
• May be exposed to harsh weather conditions including very hot and very cold weather.
• May be exposed to loud noise.
