Travel: Travel is authorized.
Type of Employment: 40 hours per week.
Estimate Pay: $65,000 to $70,000
Period of Performance: 01 January 2025 21 May 2027
Working Hours
Work will be scheduled normally from 8:00 am 5:00 pm, Monday through Friday, however, there may be times when it is necessary for the employees to work after duty hours or weekends in support of specific tasks. Although the schedule may have to be flexible, it will not exceed 40 hours per week. Temporary alternate work locations may be assigned.
Mandatory Qualifications
- Shall possess a minimum of a bachelors degree in a business, management, data analytics, science, or technical field.
- Should possess at least 2 years of demonstrated experience in a project analyst role within a research, development, and/or product testing work environment.
- Shall have experience to demonstrate the ability to synthesis quantitative and qualitative program /project data to inform briefings and reports for higher level leadership.
- Shall have demonstrated experience with applied technical skills in using computer hardware/software and IT applications.
- Shall possess advanced Microsoft Excel proficiency in developing and managing spreadsheets, databases, tables, graphs, and processing large amounts of data.
- Shall demonstrate the ability to implement records management skills to include establishing/maintaining order and systems for program/project data; and ensuring compliance with regulation requirements.
- Shall have a signed Non-Disclosure Agreement (NDA) in place based on the potential access to confidential, proprietary, and/or sensitive information. The NDA shall be provided to the Government Program Manager by the start of performance.
Highly Desired Qualifications:
- Masters degree in the areas of business administration, public administration, project management, data management, systems engineering, computer engineering, information systems, computer science, and/or technical field.
- Experience with electronic Program Management systems or applications.
- Demonstrated experience working in a STEM (science, technology, engineering, and math) environment.
Duties/Responsibilities:
- Shall demonstrate excellent communications and facilitation skills while performing the duties within this PWS, as well as the ability to work and complete assignments independently.
- Shall have a signed Non-Disclosure Agreement (NDA) in place based on the potential access to confidential, proprietary, and/or sensitive information. The NDA shall be provided to the Government Program Manager by the start of performance.
- Shall be logged into Air Force Teams during their work hours when practicable and display an accurate status indicator while logged in.
- Shall provide analyst expertise to support operations within the medical funded Human Performance Research portfolio.
- Access and conduct all necessary actions in various DoD systems (to include, but not limited to AFRL Work Unit App, AFRL PM App, PMRT, PDAA, Share Drive, Share Point, etc.) to ensure R&D portfolio records management and requests for information compliance. Ensure entries are reviewed and cataloging is completed with quality assurance and 100% accuracy.
- Shall work with a team of program managers, finance, contracting, business analyst, scientists, engineers, clinicians, research assistants, and other support contractors to collect and store project / program data relevant to meet DoD and AFRLI records management policy and research program needs.
- Shall employ the skillset to support the records management process to include, but not limited to distribution and storage of project level artifacts (data, reports, correspondence) and multiple contract data requirements list (CDRL) deliverables across multiple contracts.
- Shall ensure discovered problems/issues are clearly defined and the necessary corrective actions are implemented in a timely manner and/or risk a mitigation measure is in-place to support research project(s) execution.
- Shall have the ability to thrive in a team environment yet be able to complete assigned tasks independently or with minimal guidance from team leads.
- Should possess organizational skills; the ability to achieve set goals; initiative in performing assigned tasks; ability to multi-task; and ability to interact professionally.
