Job Description: The Department of Homeland Security (DHS) at the St Elizabeth Campus in Washington, DC, is seeking an experienced Program Manager/Senior Financial Analyst. This dual-role position is critical for managing task orders and overseeing financial management processes, ensuring efficient and effective execution of tasks and high-quality deliverables.
Key Responsibilities:
- Program Management:
- Serve as the single point of contact (POC) for task management.
- Track and manage the progress of all tasks to ensure timely and quality submission of deliverables.
- Oversee and coordinate all activities associated with the task order to execute requirements efficiently and effectively.
- Senior Financial Analyst:
- Perform Verification and Validation (V&V) reviews of obligations at S&T.
- Collaborate with Program Managers and Contracting Officers to ensure proper certification of V&V certification letters.
- Conduct quarterly Obligation Analysis and update the S&T's V&V master file.
- Provide ad hoc reports and validate V&V recoveries.
- Obtain financial support documentation needed for the V&V process.
- Complete all closeout contract actions including Cost, Time and Material, Labor Hour, Fixed Price contracts, and Intra/Inter Agency Agreements.
- Assist in the day-to-day activities concerning the processing of Procurement Requisitions.
- Produce necessary reports for the government.

About You: The ideal candidate will have the following skills and experience:
- DHS Suitability
- B.S. or B.A. degree from an accredited college or university.
- Minimum of five years of experience in managing and executing task orders with the Government.
- Over ten years of experience in government verification, validation, and closeout processes.
- At least five years of hands-on experience in direct supervision of major government financial management, verification, and validation processes, and closeout efforts.
- Strong organizational and project management skills.
- Excellent communication and interpersonal skills.
- Proven ability to manage multiple tasks and projects simultaneously.
- In-depth understanding of government financial management and procurement processes.
- Proficiency in generating financial reports and conducting thorough analyses.
