Job Description:
Maternal Health Access and Quality Program Manager oversees the daily operations of the MA Dept of Public Health Maternal Care Access and Expand Delivery Models Grant (Maternal Access) and the Health Policy Commission Hypertensive disorders Equitable Addressed with Remote Technology for Birthing People (HEART-BP) Grant. The Program Manager will collaborate with internal departments and external partners to:
- increase access to prenatal and perinatal services,
- update the LaChance Maternity Center infrastructure to accommodate cultural and birthing mom preferences
- employ recruitment strategies for attracting a diverse maternal health workforce.
- develop and oversee the Remote blood pressure monitoring program.
Additional responsibilities include, but are not limited to:
- leading obstetric quality improvement initiatives,
- implementing and maintaining policies consistent with the evidence-based standards of care,
- engaging Maternal Care Liaisons to ensure that lived experience perspectives inform program design and implementation;
- coordinating with CHNA 9 to create a Maternal Care Hub
- identifying and coordinating needed training; and
- evaluating programs for sustainability.
Grant management responsibilities include:
- convening monthly grant meetings with internal staff, external partners, and consultants
- maintaining ongoing communication to keep all partners engaged and informed of project progress, challenges, and successes.
- Participate in funder meetings, training, and grant finance/contract meetings to ensure timely project deliverables and preparation of funder reports.

Essential Functions
- Develop protocols and workflows to implement a Remote Blood Pressure Monitoring Program for birthing persons. Monitor daily BP readings and triage out-of-range readings to primary care offices
- Support the implementation of strategies focused on improvements in prenatal and perinatal: 1) service access, 2) infrastructure, and 3) workforce development.
- Service Access Strategy: Provide oversight of Doulas and collaborate with nurse leaders and providers to integrate culturally competent doula services into hospital-birth teams and expand the use of doulas in prenatal/perinatal care.
- Service Access Strategy: Coordinate with CHNA 9 to convene a Maternal Care Hub to facilitate social and behavioral health support connections, particularly for populations experiencing health disparities. Actively involve Maternal Care Liaisons to ensure lived experience perspectives inform program design/implementation
- Service Access Strategy: Integrate culturally relevant education during the prenatal and postnatal/postpartum periods to improve health literacy and the well-being of families
- Infrastructure Strategy: Work with the hospital administration to facilitate infrastructure investments that support the increased number of births and growing diversity of birthing moms and meet patient preferences
- Infrastructure Strategy: Work with the Quality Improvement and Compliance Department to implement the Perinatal-Neonatal Quality Improvement Network (PQIN) Maternity Equity Safety bundles. Develop a dashboard to track obstetric quality measures stratified by race/ethnicity.
- Workforce Development Strategy: Identify and coordinate needed training.
Workforce Development Strategy: Work with Human Resources to deploy robust recruitment efforts to attract a diverse maternal health workforce that will provide staffing coverage aligned with the growing number and diversity of individuals served.
- Convene monthly grant meetings to coordinate grant activities internally and with external partners/consultants. Other communication as needed to keep all partners engaged/informed of project progress, challenges, and successes.
- Track Key Performance Indicators and report internally and to the funder. Ensure Timely project deliverables and prepare funder reports
- Participate in funder meetings
- Participate in quarterly finance/grant contract meetings.
Evaluate programs for sustainability.
- Promotes positive alliances for the department to facilitate continued growth of the same.
- Maintain departmental statistical data. Forward the statistical data to appropriate departments.
- Maintains department materials and equipment to ensure appropriate tools.

Qualifications:
Job Requirements
Minimum Education
- Current MA RN License
Minimum Work Experience
- 3+ years of labor and delivery experience is preferred
Experience with quality Improvement (QI) process, population health, and management of multisector clinical community initiatives preferred
Required Skills
