The ProgramManager will serve as the contract manager and shall be the authorized interface with the Government Contracting Officer, Contracting Officer Technical Representative (COTR OR COR), Government management personnel, and customer agency representatives. The Program Manager will be responsible for execution and performance of contract.
Responsibilities
- Full authority and responsibility for the successful execution of the contract and overall financial accountability associated with the contract.
- Responsible for working with management to identify and implement varied projects, programs, and plans that support achievement of goals.
- Ensure services delivered are consistent, integrated across the delivery sites, and delivers the planned outcomes and results.
- Ensure programs are executed and delivering the performance anticipated in the contract.
- Serve as the contract manager and shall be the Company’s authorized interface with the CO, COR (or COTR) Government Contracting Officer, Contracting Officer Technical Representative, Government management personnel, and customer agency representatives.
- Responsible for formulating and enforcing work standards; schedule; review work discrepancies; supervise personnel; and communicate policies, procedures, and goals of the organization to management and staff.
- Maintain program’s ISO 9001:2015 registration and operate within MIOS Quality Management.
- Responsible for successful operation of the CBP contract, regarding service delivery, quality, and cost control.
- Responsible for the overall contract performance and shall not serve in any other management or other capacity that interferes with his/her primary duties on this contract.
- Responsible for the overall direction, development and evaluation of team members by carrying out supervisory responsibilities in accordance with company policies and procedures and applicable laws. Duties including but not limited to time keeping, required training and onboarding.
- Commit to the organization and shall be ultimately responsible for all activities and deliverables under this contract.
- Plan, organize, direct and guide the activities of team members. Participate in hiring, training and performance evaluations.
- Manage all operation aspects of Program Activity including cost management, schedule management, date management, proposal activity and other related program activities.
- Responsible for timely delivery of complete and accurate contract deliverables.
- Track program against schedule, budget and phase review objectives, reporting status to supervisor on a regular basis and executive staff as needed and/or requested.
- Other duties as assigned.
Qualifications
- Bachelor’s degree or higher in Business Management or related field
- Master’s Degree preferred.
- 8+ years of progressively responsible program management experience in Government contracting
- 5+ years of which in specialized experience in logistics business systems design and management; as well as and managing and supervising technical and administrative support personnel to include:
- Management of teams greater than 30 members dispersed across multiple geographic sites.
- PMP required
- ITIL Certification is desired.
- Background Check required.
Knowledge, Skills and Abilities:
- Strong ability in financial systems and organization.
- Strong leadership, delegation, and monitoring skills.
- Critical reasoning skills to balance government on-demand requests with available resources and contract scope, and to make and defend critical decisions within company policy and interests.
- Ability to provide guidance and direction in a complex logistics environment.
- Ability to manage multi-task contracts under intense pressure.
- Ability to plan, organize, schedule and direct varied programs and tasks involved within the daily activities of contract.
- Ability to travel.
- Excellent written, communication and organization skills.
- Knowledge of CBP NII system a plus.
- Proficient in all Microsoft Office Suite applications.
