POSITION SUMMARY
H4 Enterprise, LLC. is recruiting for a Program Manager to oversee and support the operations of the United States Central Command (USCENTCOM) Headquarters IDIQ for Professional Services (CHIPS). This position is based CONUS/OCONUS and is contingent upon a contract award.
The United States Central Command (USCENTCOM) requires professional services to support theater-strategic joint staff requirements focused on planning, coordinating, synchronizing, and integrating Department of Defense (DoD) military activities with United States Government (USG) policy and strategy. These professional services will support HQ USCENTCOM's execution of the seven joint functions common to joint operations: command and control, information, intelligence, fires, movement and maneuver, protection, and sustainment. These joint functions are organized and executed across the joint staff schema that includes manpower, intelligence, operations, logistics, engineering, plans, strategy, policy, communications, training, resource management, and public affairs.
DUTIES & RESPONSIBILITIES
- Serve as the principal point of contact for client services and contracts representative.
- Perform program integration and project management activities, including staffing, project planning, performance tracking, quality assurance and financial management.
- Meet financial requirements, contractual reporting requirements, approval of time sheets and expense reports, contract ODC purchases, and other administrative duties as assigned.
- Oversee all administrative, training, and operational matters in management of IDIQ.
- Implement strategies and develop processes impacting staff appointments, promotions, transfers, and terminations.
- Leads task order and bid responses, including decisions related to strategic direction, partnering, and key recruits. Manages IDIQ partners to ensure learning across programs.
- Serves as technical lead, writer, or advisor for relevant task order responses.
- Collaborates with business development, finance, contracts, and other support departments.
PROFESSIONAL QUALIFICATION & SKILLS
- Bachelors from an accredited university and eight (8) years of experience in program management.
- Active Top-Secret Clearance required.
- Prior Military experience with CENTCOM or other COCOMS. (Preferred).
- Demonstrated experience providing lifecycle contractor support and services to the U.S. Department of Defense, preferably CENTCOM.
- More than five years of progressively responsible supervisory work experience including direct supervision of senior professional and support staff and assembling teams of military professionals to respond to complex assignments.
- Demonstrated knowledge of USG contracting rules and regulations, preferably with DoD.
- Demonstrated experience in hiring and managing a large workforce enabled by a detailed, current knowledge of Defense Department Contractor Personnel Office processes, capabilities & limitations.
- Functional command of Microsoft Word and Excel.
- Detail-oriented, flexible, and sound professional.
- Excellent verbal and written communications skills.
- Ability to take responsibility for multiple tasks/projects and deadlines simultaneously.
