About the Opportunity
The Identity, Security and Network Services (ISN) department seized an exciting opportunity to make the IAM experience better and now has an immediate need for a Program Manager to support IAM Transformation Program.
This role is for an advanced program management expert, the individual responsible for planning and executing program delivery.
What You Will Do:
- Responsible for overall management and expertise of complex large-scale programs of a critical nature.
- Reviews and ensures the effectiveness all facets of project development, to include overall project and program schedules, budgets, constraints, staffing requirements, and risks. Accountable for ensuring costs for projects are completed within the approved budget guidelines.
- Provides thought leadership and direction to senior project managers and agile teams throughout the project life cycle in support of business plans and client initiatives.
- Applies advanced knowledge, skills, tools and techniques to ensure the long-term viability, supportability, and achievement of program deliverables.
- Oversee all aspects of communication and training programs that meet the needs of the client and program requirements.
- Ensures that program and workstreams comply with division policies, quality standards and regulatory and statutory requirements.
- Establishes the overall program structure and program management processes (including governance) so that deliverables are integrated into the program’s end product, services, results, and/or benefits.
- Interacts regularly with executive sponsorship and all appropriate stakeholders to ensure the program is proceeding as planned and, if not, to address issues.
- Conveys program progress and variances related to the delivery of business value.
- Financial management, which includes all of the processes involved in identifying the initiative’s financial sources and resources, integration of the budgets of any component workstreams or phases into the overall budget for the initiative and controlling the costs throughout the life cycle of the initiative.
- Performs other related duties as assigned.
Qualifications:
- BS degree required, MS degree preferred, or equivalent experience.
- Strong technical background (ideally building highly scalable platforms, products, or services) with the ability to proactively identify and mitigate technical risks throughout delivery life cycle.
- 5+ years of experience designing, building, and implementing data-intensive solutions.
- 3+ years of proven experience working as Program Manager, delivering large and complex programs, collaborating with large number of cross-functional teams, securing commitments on deliverables.
- A quantitative approach to problem solving and a collaborative implementer to holistic solutions; a systems thinker.
- Previous experience or understanding of cloud technologies, engineering, software, and systems development lifecycles.
- A natural problem-solver and strategic thinker who takes ownership.
- Deep focus on execution, follow-through, accountability, and results driven.
- Ability to communicate with cross-functional teams efficiently and effectively, management, senior leadership, and the broader organization.
- Ability to think critically, be self-motivated, and deal with ambiguity.
- Professional application of agile methodologies, specifically SAFe, Scrum and Kanban.
- Experience with JIRA/Jira Align, Rally, Power-BI, MS Project, SharePoint.
- Prior experience with large scale Cloud Transformation programs is a plus.
- PMP, Lean, Agile, or Six Sigma certification.

- The hiring range is $123,700 – $170,060 annually.
- For candidates outside Richmond, VA, listed hiring and salary ranges may be adjusted based on your geographic location.
